The Federal Bureau of Prisons (BOP), Metropolitan Detention Center, Los
Angeles, CA (MDC-LA), intends to award a non-personal service contract
to the qualified individual or business capable of providing a
parenting program for inmates at MDC-LA. The program shall support the
development and maintenance of positive relationships between inmates,
their spouses or custodial parents, and their children. The Contractor
shall provide structured parenting education courses to Cadre male and
female inmate population. The curriculum shall address: (1) Parenting
Skills (2)Skills for Family Support (3)Family Literacy Education
(4)Substance Abuse Education and(5) Prenatal Care for Expectant
Mothers. The Contractor shall undertake outreach efforts with
community-based social service agencies to identify and to facilitate
the provision of needed services to the inmate parent. These services
should include, for example, assistance in such areas as, veterans
benefits, welfare support, child care services, health promotion and
disease prevention services, prenatal and postnatal care, etc. The
Contractor shall identify and facilitate the use of community-based
volunteers and the free services of such organizations as Boy/Girl
Scouts, Children's Television Workshop (CTW), Literacy Volunteers of
America (LVA) and other similar organizations which make available
volunteer and free services. All volunteers are subject to the minimum
security and training standards as outlined in P.S. 3000.02, Human
Resource Management Manual, and P.S. 5300.14, Volunteers, Involvement
in Programs. The contractor's performance should be contingent upon
continued inmate participation in parenting programs, and it will not
be compensated if the only participants are outside individuals. The
number of participants for the program per year is estimated to be 250
male and 250 female inmates. The contractor shall provide one session
per week for 8 consecutive weeks for each program group, approximately
5 groups per year, for a total of an estimated 40sessions per year. A
session is approx. 3 hours. MDC-LA intends to award a base year
contract starting approximately in July 1998, with options to renew the
contract for 4 consecutive years. Offerors are advised that the
government intends to evaluate offers and award a contract without
discussions with offerors. The contractor must adhere to the Contract
Security/Investigative Requirements of the Bureau of Prisons Award will
be made to the responsible offeror whose quote is responsive to the
terms and conditions of the RFQ and is the best value to the
Government. The government reserves the right to conduct discussions if
later determined by the contracting officer to be necessary. Request
for Quotation will be issued on May 29, 1998 and offers are due to be
submitted no later than June 29, 1998. Requests for RFQ must be in
