enforcement support services which will assist EPA Superfund program in
EPA Region 9 (Arizona, California, Hawaii, Nevada.) These services will
be performed under a cost-plus-fixed-fee, level-of-effort contract. The
EPA anticipates full and open competition resulting in an award of one
five year contract. There will be no options to extend the period of
performance. The maximum effort for the five year period of performance
will be approximately 68,000 LOE. The anticipated release date for the
Request for Proposals (RFP) is around June 17, 1998. Award is
anticipated in February, 1999. The contract supports EPA efforts in the
following areas: 1) identification of PRPs who are or may be liable for
performing or paying for response actions; 2) notification to the PRPs
of their potential responsibility and liability; 3) negotiations with
the PRPs in an effort to obtain their agreement to perform or pay for
required response actions; and, 4) in instances when negotiations are
unsuccessful, issuance of Unilateral Administrative Orders to require
performance of response actions, or initiation of litigation to
recover costs expended and/or to be expended by EPA in addressing
releases or threatened releases of hazardous substances. These steps
are not always performed sequentially, and it is most accurate to
consider them as interrelated and interdependent. The contractor will
assist and support EPA in performing the following tasks in accordance
with Superfund program guidance documents: records collection and
compilation; investigations and interviews; title searches; business
and individual tracing and research; financial viability assessments;
CERCLA Lien and other recorded document support; document management
and control; and expert support. The purpose of this CBD announcement
is to notify potential offerors of EPA's requirement, generate the
source list, and to direct interested parties to the EPA's "Doing

for further information on this procurement as it becomes available.
