496-6546 The National Library of Medicine (NLM) intends to contract on
a sole source basis, under the authority cited in FAR 6.302-1 with
National Underground Storage (NUS), Boyers, PA. The contract will
provide off-site, below ground, closely temperature and relative
humidity controlled, well maintained, well monitored, clean, secure
vault storage spaces built to NLM's specifications. NLM-owned materials
to be stored in the vaults include approximately 3,400 reels of
acetate-based motion picture film; approximately 40,000 reels of first
generation silver gelatin camera master high contract, color, and
continuous tone microfilm including both polyester-and acetate-based
microfilm stock; and small quantities of videotapes, paper, and other
materials as desired by NLM. An estimated 500 motion picture reels and
between 10,000 and 15,000 reels of microfilm are expected to be added
to the vaults over the next five year period. These materials are
vulnerable to irreversible damage and deterioration exposed to
adverseenvironmental conditions or improper handling and many are
irreplaceable. The purposes of the this requirement are to provide
exclusively for NLM's use a cool temperature (60 F) and low relative
humidity (30%RH) vault and a cold temperature (35 F) and low relative
humidity (25% RH) vault to which is appended a slightly warmer (55 F,
40% RH) anteroom vault for temperature and humidity conditioning of
materials entering and leaving the cold vault. For all vault spaces the
Contractor shall provide: (1) stable temperatures and relative
humidities which meet NLM's strict requirements; (2) air quality which
meets stringent preservation requirements for acceptable levels of
airborne particulate matter and gaseous impurities; (3) disaster
prevention and security measures including alarms to identify
unacceptable temperature and relative humidity levels, smoke detectors,
fire suppression equipment, and intrusion alarms; (4) 24 hours per day,
7 days per week disaster monitoring and detection and 24 hour per day,
7 dayper week on-site availability of expert HVAC engineers; (5) an
annual independent party sampling of air quality; (6) a routine program
of fire and flood safety inspections and equipment maintenance and
repair for the electrical, fire alarm and HVAC systems by expert
maintenance staff; (7) 24 hour per day, 7 days per week on-site
security and insurance coverage for NLM-owned materials as well as
coverage for NLM materials when in transport to or from the storage
facility; (8) adequate and appropriate shelving and furnishings for the
storage of and access to NLM's materials (9) delivery service (two day
turn-around time) for stored NLM materials and pickup service for
shipment of additional material from NLM (four day turn-around time),
using bonded and security-cleared drivers; (10) transportation and
secure packaging for NLM materials in protective containers using
air-conditioned vehicles; (11) detailed, accurate inventories of stored
materials and (12) periodic reports of environmental monitoring, tests
and inspections and of equipment maintenance, calibration and repair.
The notice of intent is not a Request for proposal (RFP) nor is an RFP
available. Based on the Authority cited in 41 U.S.C. 253(c)(1), as set
forth in FAR 6.302-1, award to National Underground Storage (NUS) for
this contract without full and open competition is planned. See
