909-655-3772. The contractor will provide bird-strike abatement
services on an as needed basis at March ARB, (MARB) CA during the
spring 1998 bird migration season Jun1998 or Fall season 15 Aug 1998 to
1 Oct 1998. Actual times and dates when such services will be required
will be determined in consultation with the base contracting officer
and a representative of the Environmental Management Flight of the Base
Civil Engineers. These bird-strike abatement services will involve the
use of appropriate birds of prey that are trained to fly on command
and under the full control of one or more trained, experienced and
fully qualified handlers. The birds of prey, appropriate falcons are
preferred, will be transported MARB on fifteen (15) occasions during
the above migration period and required to fly, under control of a
handler(s), at selected locations on or near MARB, CA as a deterrent to
the presence of such birds as larks, sparrows, doves, crows, starlings
and broad-winged hawks. Each base visit shall be for a period of
approximately six hours. During the above period, the contractor shall
remain in communication with designated Air Force personnel from Civil
Engineers, AirField Management and/or the Wing Safety Office, who will
coordinate the work with the contractor. The contractor will make
daily professional records during each visit of general environmental
conditions; procedures employed in the field, results of the
bird-strike abatement effort and recommendations for improving the
performance of bird-strike abatement at MARB. Upon completion of the
field work, a letter report describing the above effort, results and
recommendations shall be provided to the Air Force within 30 days of
completion of field work. All data, images, records or other materials
generated as a result of the above project become the property of the
U.S. Air Force Reserve (USAFR) and may not be released by any method
including, written word, video, still photo, or verbally without prior
Air Force approval. The contractor will be responsible for the conduct
of both the birds and handler personnel during the period of
performance. Loss, death or injury to the birds of prey is the sole
responsibility of the contractor. Should the program be delayed or
terminated by the contractor, appropriate adjustments in payment for
services will be made by the Air Force. Both the contractor and Air
Force agree that the above effort is subject to mitigating factors like
local weather, availability of healthy, trained birds and fluctuations
in bird activity at MARB. Appropriate adjustments in the bird-strike
abatement effort may be required. The contractor agrees to follow all
security, safety, and other Air Force rules and regulations while
working on or near MARB for this effort. All required permits will be
responsibility of the contractor and must be in force at all times that
the work is in progress. This is a combined synopsis/solicitation for
commercial items prepared in accordance with format in subpart 12.6 as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and written solicitation will not be issued. All contractors
effective 1 June 1998, are required to be registered in the Central
