This solicitation will be to obtain software development, training, and support services in areas that encompass the National Fire Management Analysis System (Forest Service Handbook 5109.19) and other Assessments of Fire and Aviation Management activities. Additional areas include simulation and modeling ecosystem function and design, analysis, database management, migration and conversion of existing software models, systems integration across multiple platforms. The primary program language will be current release of Visual Basic, Access database, Map Objects and Avenue. The maximum duration of this contract will be one base year with 4 one-year option peeriods. The minimum and maximum amount of this contract shall be $50,000 to $750,000 per year. The Government is not obligated to order the maximum amount of work. The solicitation will contain five Work items. Item 1 Project Management, Item 2 Code Development, Item, 3 Word Processing and Documentation, Item 4 Subject Matter Specialist and Instructors, Item 5 Technical Support. Firms will berequi red to submit propsals for all of the above Work items. The contractor will be required to demostrate a certain level of expertise and capability. Offerors shall be required to furnish a complete technical and price proposal for each Work Item. Basis of award will be greatest overall value to the Government, price and other factors considered. The Government may award one or more contracts to qualified offerors. In order to qualify for award the contractor is required to maintain an office within the State of California or Reno, Nevada -- firms may partner or joint venture to meet this requirement.
