F -- SOIL EXCAVATION, DEMOLITION, HAZARDOUS WASTE DISPOSAL -- MCCORMICK & BAXTER SITE, PORTLAND, OREGON SOL 34000001-98 DUE 071598 POC Edwin Case, Oregon Dept. of Administrative Services, Purchasing Division (503) 378-4778 The Oregon Department of Environmental Quality (DEQ), through the Oregon Department of Administrative Services Purchasing Division (DAS), intends to contract with one contractor or contractor team for services related to soil excavation, demolition, and disposal of hazardous waste materials as specified in the Contract Documents at the former McCormick and Baxter Creosoting Company Site, Portland Plant. The site is located at 6900 N. Edgewater Street, Portland, Oregon. The site is a designated US EPA Federal Superfund site, and the work is, in part, funded by the US EPA. A MANDATORY site visit and pre-bid conference will be held on June 5, 1998. The Bid Close Date is July 15, 1998. The work includes, but is not limited to: -- Remove and dispose of approximately 27,000 tons of hazardous soil -- Asbestos abatement -- Demolition of an office building -- Removal and recycling of railroad track -- Demolition of concrete structures, creosote dock, pilings, & below ground piping -- Wellhead reconstruction Minimum Bidder Qualifications: Bidders who do not meet the minimum qualifications below need not submit a bid. 1) Key project staff (Project Manager and Site Superintendent), proposed for this project and currently employed at your company, must have completed at least three (3) state or federal Superfund remedial action projects that involved at least 5,000 cubic yards of hazardous waste soil excavation, transportation, off-site treatment, and off-site disposal in the past five (5) years. At least two of the three projects must have been completed by these key project staff while employed at your company. 2) Your company must have a health and safety training and medical surveillance program in place in accordance with OSHA 29 CFR 1910.120.
