The On-Site Inspection Agency is conducting a market survey for
informational purposes only to determine the existence of potential
sources for providing U.S. Government support to the United Nations
Special Commission on Iraq (UNSCOM). Support includes: (1) deploy
personnel, often on short notice, as part of UNSCOM
inspection/monitoring teams to sites in Iraq to identify and collect
materials and samples which will be analyzed for the presence of
chemical and biological agents; (2) conduct preliminary analyses at the
UNSCOM Baghdad Monitoring and Verification Centre (BMVC) laboratory;
(3) conduct total characterization analyses at the Contractor's
facility; (4) provide trained technicians for field support, sample
collection and analysis, and report generation using an open-path
Fourier transform infrared spectrometer at sites in Iraq; (5) provide
written reports detailing all analysis results; (6) prepare, use, and
maintain collection and analytical equipment for deployment and/or
laboratory usage; (7) provide consumable supplies required for each
deployment or analysis effort; (8) provide technical and material
support for the UNSCOM BMVC mobile chemical analysis laboratory
equipment, to include equipment support, lab methodologies, operation
and maintenance training, and preparing agent and non-agent standards;
and (9) provide technical support for air monitoring sampler program
and equipment. Team members and laboratory analysts may include a
Program Manager and Senior Research Scientists. Interested sources
should respond in writing. Information should include: evidence of past
experience performing the same or similar services; knowledge of and
experience working under conditions found in southwest Asia,
specifically Iraq; knowledge of and experience with United Nations or
other international organization monitoring and verification programs;
present capabilities, to include facilities, equipment and personnel;
and technical approach. Technical information should not exceed five
typewritten pages. Interested sources should also provide a
rough-order-of-magnitude (ROM) estimate based on the following: 4
deployments, 3 weeks each, 6 people each (including any personnel or
equipment preparation and recovery costs, but excluding any travel or
per diem costs); total characterization analysis of 200 samples during
a one-year period; general technical (non-deployment) support, as
identified above, for a one-year period. This ROM estimate is in no way
binding and will be used for informational purposes only. Technical and
