Request for Quotation (RFQ) for 20 Temperature Sensors (P/N 510FR5) and
20 Mating Plugs (P/N MS3116F10-6S) This procurement is being conducted
under the Simplified Acquisition Procedures (SAP). NASA/JSC intends to
purchase the items from BF Goodrich/Rosemount Aerospace per a
justification stating that NASA has already procured identical parts
under a previous competitive procurement and have, therefore,
successfully qualified their design for the X-38 mission environments.
Based on these qualified tests, detailed designs have been completed
for subsequent X-38 ECLS efforts assuming use of these type sensors.
Performing additional market research in attempt to find other
candidate sensors, re-designing ECLS equipment, and re-qualifying for
a different sensor would add significant cost/schedule impacts to the
X-38 project and the Government. The Government intends to acquire a
commercial item using FAR Part 12. Delivery of the units is required at
a rate of 5 per week starting 18 weeks after award of Purchase Order.
Interested firms have 5 days from the publication date of this synopsis
on the NASA Acquisition Internet Service (NAIS) to submit in writing
their qualifications/capabilities. Such qualifications/capabilities
will be used solely for the purpose of determining whether or not to
conduct this procurement on a competitive basis. Responses received
after the 5 days or without the required information will be considered
nonresponsive to the synopsis and will not be considered. A
determination by the Government not to compete this proposed contract,
on a full and open competitive basis, based upon responses to this
notice, is solely within the discretion of the Government. An ombudsman
has been appointed -- See Note "B". Oral communications are not
acceptable in response to this notice. All responsible sources may
