Equal items must meet the following minimum characteristics: (1) Hydraulic Pump -- Displacement, 2.4 cubic inches/revolution, port size 1/4" NPT female, 4 ports; mounting features: forward dash mount with four 1/4" NC studs 1 7/8" long; spaced at 2 5/8" apart, suitable for a 3" hole cutout in the dash; helm wheel shaft 3/4" standard taper (1" per ft) with #606 woodruff key, shaft end thread size 5/8"-18 NF, shaft length not to exceed 2". Physical size: overall diameter not to exceed 4 1/2"; overall height from dash to end of helm wheel shaft not to exceed 6". Special features: built-in lock valve for positive wheel lock; integral relief valve set at 1000 psi; field replaceable shaft seal; hydraulic fill port; roller bearing construction; noncorrosive materials for marine application; (2) Hydraulic Cylinder -- stroke 9"; bore 1.75"; cubic inch displacement 17.6; mounting features: cylinder end -- universal sivel mount, plate size 4" X 5 3/4" with a 2.12" height from bottom of mount to center of universal; 8 degree vertical swivel and 15 degree to either side of center horizontally; four mounting holes. Rod End -- clevis attachment with 5/8" opening X 2 5/8" deep with a 5/8" diameter pin hole located 2" from base of opening; physical size -- 21.44" length retract; 26.18" length extended; port size 1/4"-18 NPTF (2 ports); special features: bronze construction, balanced rod .750" diameter. Solicitation will require submission of Descriptive Literature for equal items. Delivery shall be F.O.B. Destination to the U.S. Coast Guard Engineering Logistics Center, 2401 Hawkins Point Road, Baltimore, MD 21226-5000. Delivery shall be 60 each units every 60 days until delivery of the complete quantity. It is intended to award a firm-fixed price contract as a result of this Solicitation.
