Center Aircraft Division, Patuxent River, MD plans to increase the
level of effort under the current contract, N62269-93-C-0414 with
Ketron, Inc., A Division of the Bionetics Corporation, which will
continue the provision of studies, analysis and application of ADP
systems which promote Affordable Readiness of systems and facilities,
and support aircraft survivability and vulnerability and analyses in
support of the Force Warfare Analysis and Modeling and Simulation
Division of the Concepts, Analysis, Evaluation and Planning Department
(4.10) at NAWCAD, Patuxent River, MD. The purpose of this increase in
the level of effort under the current contract is to provide the
capacity needed to maintain current contract initiatives; provide
flexibility for anticipated additional support requirements during the
NAVAIR TEAM transition/competency alignment period and provide
sufficient additional capacity to allow the continuation of services
from Ketron through the end of the originallyintended period of
performance. The increase in the level of effort under the current
contract will sustain analytical efforts from July 1998 to January 1999
until solicitation N00421-97-R-1253 for the follow on contract can be
competitively awarded. The requested level of effort for this
acquisition is estimated at 36,400 labor hours. The Government's
minimum need for the continuation of effort can only be accomplished
reasonably and without impairing continued support through the award of
this level of effort increase. Only Ketron has the library of software
and technical documents, and the key personnel necessary to continue
the support services currently being performed. It is not possible for
any other potential source to become familiar enough with the taskings
to sustain this workload without a break in services. Failure to award
this contract will seriously restrict 4.10's ability to respond to our
sponsors' needs during the recompetition. These are continuing tasks
and are time sensitive. There arenot other sources capable of providing
