This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request for Proposals SP0450-98-R-1576 is hereby issued as an unrestricted acquisition. Line item 0001: NSN 6830-01-367-9549, Monobromotrifluoromethane, Recovered, Shipping name-Bromotrifluoromethane, Hazard Class-2.2 Nonflammable Gas, Identification Number UN1009. Material to be purchased by the pound. Offers may be submitted for recovered material in any DOD or DOT approved (authorized) container, including material existing in unexhausted fire extinguishers or fire suppression (nitrogen supercharged) system containers which are still charged with HALON 1301. Ownership of the charged containers (cylinders) shall be transferred to the govt with the product. Acceptance of material will be contingent upon contaminants (moisture, nitrogen, aqueous acids and particulants) not exceeding a level which can be reclaimed with cryogenic distillation equipment to ASTM Specification equipment to ASTM Specification D5632, Standard Specification for HALON 1301, Bromotrifluoromethane. Line Item 0002: NSN 6830-01-392-4999, Monobromotrifluoromethane, R13B1, Reclaimed, 19.3 pct max non-condensable (fixed) gases in the vapor phase of filled cylinder at 70 deg F when filled to a fill density of 70 lb per cu ft of cylinder volume. Shipping name-Bromotrifluoromethane, R13B1, Hazard class/division -- 2.2, I.D. No. UN1009. Lable required -- nonflammable gas. The cylinders shall be either Worthington Industries, Cage 7R742, P/N H100140 or Manchester Tank, Cage 7F906, P/N 14756 with the following special requirements: with 2 valves per Superior Valve Co., Cage 58553, P/N 1031X20-CL1 or Ceodeux Inc., Cage 0W635, P/N 092396000000. Liquid valve w/dip tube. With one each pressure relief valve per Superior Valve Co., Cage 58553, P/N 959BX10-600 located in the center of the top head. Color code and stencil per Mil Std 101B for Bromotrifluoromethane, fire only. No palletization required. Anchor cylinders to prevent movement during shipment. Inspection of product to meet ASTM Spec D 5632, Type 1 will be at destination. No offer will be accepted unless the offeror or its subcontractor has the entire offered material in its inventory prior to award. Offered material for both line items should be identified by price per pound, pounds offered, location, cylinder type, and presence or absence of nitrogen charging. Per pound price shall incorporate cost of product and container. Offered quantity shall be no less than 25,000 lb-not to exceed 250,000 lb. The government intends to purchase Line Items 0001 or 0002 (or both), depending upon availability of funds. For seller's protection, each coontainer shall be weighed to determine the net weight of the product in each cylinder and recorded on the cylinder by tag. Delivery shall be FOB Origin within 150 days; kind and count inspection at origin; quality inspection and finalacceptance at Defense Depot Richmond, VA (DDRV).
