Carpenter, 573-526-9627 This a combined synopsis/solicitation for commercial item lease agreement prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only, solicitation; proposals are being requested and a written solicitation will not be issued. DAHA23-98-Q-0058 solicitation is issued as a Request for Quote (RFQ). Solicitation documents are incorporated provisions and clauses in effect through Federal Acquisition Circular 90-46, 15 Jul 1997. This is a small business set-aside, firm-fixed price acquisition for lease of SIC Code 3829 equiptment. The USPFO-Missouri intends to acquire a 1 year lease agreement for an Aircraft Generator Test System with the following specifications: System equivalent to or greater than Avtron Generator Test Stand consisting of Model K838-100 Test Stand dual pad gear box must be capable of operating at 460VAC, 60Hz, 3 phase, Model K848 adapter set, Model K735 Automatic Test equipment and K745 Test adapter. No technical drawings are available. 1) The Test Stand requirement is for a 100 Horsepower DC Motor, 17,000 RPM Gearbox with AND20007 (Army Navy Design) Mount Pad configuration, 180A Advantage- 32 Digital Drive, 118KVA isolation transformer and circuit breaker, two-bay operator console, dual pad gear box, portable oil supply cart, portable air cooling cart, 60KQ/50KVAR AC load bank, 30V 1000 A DC load bank, AC metering panel to control AC load bank, overload unit, DC starter power supply with 1400 A 28 VDC, DC. Must have the capability to perform both "locked-rotor and no-load" (free spin) starter tests; additional requirement for dynamic torque feature to perform "Torque Set Point" test and "Flywheel Test". 2) The adapter set utilized with the Test Stand must include adapters of AH-64 main generator, UH-60 main generator, UH-60 APU generator, CH-47D main generator, CH-47D generator, OH-58D DC starter generator, OH-58D 10 KVA generator, UH-1 and AH-1F starter generator, AH-1F AC generator. 3)The Universal Automatic Aircraft Power Component Test Set must be capable of operating at 460 VAC, 60 Hz, software to perform final assembly test and calibration with OH-58D generator control unit and printed circuit board assembly which test calibration with the OH-58D generator control unit adapter, a chart recorder and software to control recorder during testing. 4) The adapter set utilized with the Universal Automatic Aircraft Power Componenet Test Set includes adapters for the AH-64, UH-60, CH-47D, AH-1F and OH-58D generator control unit, UH-1 and AH-1F voltage regulators, AH-64 transformer rectifier unit, and AH-1 transformer rectifier. 6) LEASE TERMS AND CONDITIONS; period 1 year from date of acceptance at the MO-AVCRAD, 2501 Lester Jones Ave., Springfield, MO, 65803. During lease period the lessor shall replace or repair any defective pieces, parts or components provided the equipment is utilized as intended. The lessor shall incur all costs related to repairs. No alterations, modifications or attachments will be made to the leased equipment, by the lessee, without lessor's approval. The Lessee shall not be restricted during the lease period of equiptment. The Missouri Army National Guard, at it's expense will properly prepare equipment for shipment, in a good serviceable condition (except for normal, fair wear and tear) to the lessor. Shipment is FOB Destination, 9 months after receipt of order "ARO" during normal business hours, Monday -- Friday. Accecptance of equipment shall be time of delivery, when both lessee and lessor determine equipment is in good working condition. Lessor to provide 1 week of personnel training prior to time of delivery, lessee will be responsible for personnel (2) travel and per diem. 7) Calibration of equipment must meet all the requirements of Internationa Organization of Standards (ISO) 10012-1. 8) Facility Electrical Requirements. lessor will furnish the MO-AVCRAD with diagrams/instructions for installation and wiring of the Generator Test Stand to their facility. All materials for installation will be incurred by the lessee. 9) Provision 52.212-1, Instructions to Offers-Commercial apply to this acquisition. Provision 52.212-2, Evaluation-Commercial Items apply to this acquisition and specific evaluation criteria in papa. (a) are technical capability of leased equipment, past performance, and price. Offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representation and Certification-Commercial Item.
