Franklin Covey Client Sales, Inc., to help improve the level of
organizational development and behavior between members of the work
force. This effort includes training in planning, communications
methods to improve customer satisfaction, establishing effective
performance contracts, establishing mutually favorable agreements,
formulating effective vision, creating effective mission statements,
empowering the work force, aligning all segments of the organization to
focus their mission statements and activity on the overarching
organizational mission, and modeling the behaviors necessary to improve
organizational and interpersonal effectiveness. See Numbered Note: Note
22. "Mr. Stephen J. Plaisted has been appointed as Ombudsman to hear
concerns from offerors, or potential offerors, during the proposal
development. The purpose of the Ombudsman is to communicate contractor
concerns, issues, disagreements, and recommendations to the
appropriate government personnel. Existence of an Ombudsman does not
diminish the authority of the program director or the contracting
officer. Accordingly, the Ombudsman does not participate in the
preparation of solicitations, the evaluation of proposals or the source
selection process and, therefore, for routine matters on individual

Central Contractor Registration (CCR) is the "Single DoD registration
for contractors who conduct business or who are interested in
conducting business with the Department." Defense procurement and
finance policies require contractors to be registered by 31 May 1998
for consideration of future solicitations, awards, and payment. 2. DoD
contracting officers worldwide will useCCR to identify sources and
financial officers to make payments . To register in CCR, you may use
