This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR, Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued. The solicitation number is F04700-98-T1097. This is a Request for Quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 90-32 and DAC 91-1. The Air Force Flight Test Center (AFFTC) has an immediate requirement for non-personal services to furnish all labor, tools, materials, and facilities needed to conduct feasibility studies on Polyhedral Oligomeric Silesquixanes (POSS) materials. Period of performance will be 18 Jun 98 through 30 Sep 98. The contractor will be required to perform feasibility studies as follows: (1) experimental details, procedures, and a 0.5 gram authenticated sample of all the R&D compounds . (2) feasibility study into the development of chemical processes that effectively convert POSS starting materials which may include Si8O20(SiMe2H), Si8O20(SiMe3), or related species. (3) Convert species into Si8O12R8-xRx species may include T8H8Ph8T8, Me8T8, or Cy8T8 which are acceptable. (4) Provide 1 authenticated 0.5 gram sample of the following: T8H8 and H7T8 or appropriate substitute. (5) Provide all experimental details, procedures, and characterization data to the Air Force Research Lab, Propulsion Sciences and Advanced Concepts Division Facility at Edwards AFB, CA. (6) All work will be performed at the contractor's facilities. The Air Force Flight Test Center intends to obtain these Polyhedral Oligomeric Silsesquioxane services from University of Michigan, Ann Arbor MI 48109-2135 unless responses to this notice reveal additional sources capable of providing services requested. The Simplified Acquisition Procedures (SAP) will be used in awarding this contract by written quotation. Contractors making bids should submit proposal based on the above requirement.
