202-745-8420. This is a combined synopsis/solicitation for commercial
items prepared in accordance with the format in FAR, Subpart 12.6 as
supplemented with additional information included in this notice. This
notice constitutes the only solicitation; quotes are being requested
and a written solicitation will not be issued. This solicitation is
being issued as a Request for Quotation number RFQ 688-21-98. The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular number 97-04. The SIC
code for this solicitation is 3571. The small business size standard is
500 employees. Contractor to provide a Lisca PIM 1.0 Laser Doppler
Perfusion Imager, PIM 1.0 LDI system comprising of: 1. Pentium Desktop
computer 300 M Hz (minimum specs.) 2. 17 inch SVGA Color Monitor HR 3.
Users kit and software (specs. on request) 4. PIM 1.0signal processing
board 5. Data Translation DT2801 PGH board 6. PIM 1.0 Lisca scanning
head (Solid State DL model) 635 nm.wavelength, normal light operation
modification. 7. PIM Optoisolator Unit Type 3 8. Hewlett Packard HP
694C color printer 9. Luxo Arm Mounting III 10. Luxo Mounting Arm with
Bench Clamp 11. PIM Flight Case for PIM items. 12. SmartCal
calibration device 13. Full set of cables and connectors 14. Operator
and service manuals 15. PIM 3.5 version software upgradable to LDI soft
advanced system 16. Windows95 Data Acquisition Software 17. LDISOFT
Advanced Statistics and Graphics Software (lic. From Lab View Corp.).
Items to be bid as brand name or equal (VAAR 852.210-77). Offers of
products other than the brand name must submit data to show that their
products have comparable features and perform the same as the brand
name product. Items bid are to be FOB Destination. Acceptance time will
be 60 days from bid opening date. The following provisions apply to
this solicitation: 52.212-1 Instructionsto Offerors-Commercial,

Terms and Conditions including clauses incorporated by reference under

acceptance of offer, mailed or otherwise furnished to the successful
bidder within the time for acceptance specified in the offer shall
result in a binding contract without further actions by either party.
Bidders responding to this announcement shall submit a price for this
system along with the information required in 52.212-1 and a completed
copy of provision 52.212-3 to VA Medical Center (688/90C), Room
1B-112, 50 Irving Street, NW, Washington, DC 20422 by June 11, 1998 at
2:00PM Local Time. Faxed bids will be accepted. All responsible
