to issue a Request for Offer (RFO) on a sole source basis to Research
and Data Systems Corporation (RDC). This procurement is a continuation
of specific support to the Earth Science Systems Program Office and the
Laboratory for Terrestrial Physics. Since 1991, RDC has provided
scientific, technical, and systems engineering support to NASA/GSFC's
Laboratory for Terrestrial Physics, whose function is to advance NASA
programs by promoting the increase in scientific knowledge of the Earth
and planetary solid-body physics. This procurement requires the
Contractor to support Planet Earth climate change studies; continued
research in long-term climate change; continued support in creating
Educational materials, Web pages, student/teacher learning aids
applicable to the Earth Sciences and to provide support to the MODIS
Instrument System Manger. This new work procurement will increase the
current maximum hours under Contract NAS5-32368, but does not extend
the period of performance beyond the current end date of the contract
(9/28/99). This procurement is part of a directorate-wide plan to
consolidate mission and support contracts and to consolidate the
Laboratory for Terrestrial Physics support into three future
competitive procurements. RDC is the only company with the specialized
experience required to successfully meet critical schedule milestones
without delay. The statutory authority for this sole-source
procurement is 10 U.S.C(c)(1) -- Only One Responsible Source. However,
companies that believe they can provide these services for this period
without any detrimental impact to the program schedules supported by
this work, should fully identify their interest and capabilities within
15 days after publication of this synopsis. See Note 22. An Ombudsman
has been appointed. See Internet Note "B". Interested firms have 15
days from the publication of this synopsis to submit in writing to the
identified point of contact, their qualifications/capabilities. Such
qualifications/capabilities will beused solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after the 15 days or without the required
information will be considered nonresponsive to the synopsis and will
not be considered. A determination by the Government to not compete
this proposed effort on a full and open competitive basis, based upon
responses to this notice is solely within the discretion of the
Government. All qualified responsible sources may submit an offer which
