Williams This is a combined synopsis/solicitation for commercial items
prepared in accordance with Federal Acquisition Regulation (FAR)
Subpart 13.5, as supplemented with additional information included in
this notice. This acquisition is also being conducted in accordance
with revised FAR Part 15. This announcement constitutes the only
solicitation; proposals are being requested and a written solicitation
will not be issued. This Request for Proposal (RFP) number is
BEP-98-26(N). This solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
97-04. The acquisition of the U V Curing Systems for a Heidelberg Model
102SP 6-color press (SIC 3559/FPDS 3695/500<employees) will be 100%
small business set-aside. In accordance with FAR Subpart 19.502-2(c),
" ..any concern proposing to furnish a product which it did not itself
manufacture must furnish the product of a small business manufacturer
unless the Small Business Administration has granted either a waiver or
exception to the nonmanufacturer rule." The contract type will be firm
fixed price. The contractor will provide four, with an option for two
additional, U V Curing Systems for a 40" (1016mm) Heidelberg model
102SP 6 color press, manufactured in l989. CLIN 0001, U V Curing
System, quantity four (4); CLIN 002, (Optional) U V Curing System,
quantity two (2). The contractor will deliver the systems to BEP;
install, test, and set up for production, and provide training for BEP
personnel. Maximum sheet size is 29" (736mm) X 40" (1016mm) with a
thickness of 0.07-0.15 mm (.003"- 0.006"). The press is installed in
room B300 of the main building in Washington D.C. There shall be UV
curing for printing units 1 through 4 with the capability of curing UV
varnish on plastic substrate for a full sheet coating weight of 2gsm
on each application of varnish. If procured, the optional systems will
be installed on units 5 and 6 of the same press. Curing shall be
capable of a press speed of 8500 sheets per hour. Temperature in the
delivery pile and on the impression cylinder shall not exceed 45 C (113
). The light module shall be equipped for either air-cooling or water
to water heat exchanger cooling. A cold U V lamp assembly is required
using Both Dichroic filters and reflectors or another method to
restrict infra red heat from being transmitted to the plastic
substrate. Water-cooled aprons can be installed under the lamps to
prevent overheating of the plastic substrate. The BEP will provide
water piping and controls for the aprons should overheating become a
problem in the future. Plastic substrate deformation from curing is
considered unacceptable. Each lamp unit shall be designed as a plug-in
unit and fitted in the module that can be accessible and removed from
the machine for ease of maintenance. A full set of installed lamps and
a complete set of spare lamps shall be furnished. Capacity of each unit
shall provide 350 watts per inch (140 watt per cm) or higher as a
maximum with controls capable of any watts power below the maximum.
Lamps shall automatically idle in the standby mode when the sheet has
stopped and provide instant lamp power when the sheet starts moving.
Controls shall allow for ease of use by the operator of each unit,
remotely from the press console. Curing power of each lamp unit shall
be independently stepless control. An adequate ventilation fan and
exhaust outlet of ozone, heat, and odor shall be provided at each unit.
The BEP will provide the ductwork and installation of the ductwork from
the discharge of the fan to a louver through the window in an area
adjacent to the press. The contractor shall provide the equipment and
installation for the rest of the ventilation system. The UV Curing
System shall provide full protection from direct UV and minimum levels
of reflected UV radiation for personnel in the press area. The UV
drying system shall be controlled via a remote operating control
console or station mounted on the press console. A mechanism shall be
provided which prevents overexposure of UV light onto the substrate.
Delivery at the BEP shall occur within 12 weeks of the contract award
date. Installation and the Bureau Acceptance Test (BAT) shall be
completed 2 weeks after the delivery. The system provided shall be a
commercially available design. Proposals shall include technical
literature with necessary supplemental narrative to be fully
responsive. A technical evaluation team composed of BEP technical
personnel will evaluate the proposals and assign scores that will be
used in the award of the contract. The equipment shall conform to the
National Electric Code or comparable international electric code. The
installation shall be in accordance with the National Electric code.
The equipment, both design and use shall be in accordance with OSHA
regulations. Emergency shutoff switches shall be installed at each unit
for emergency cutoff. Equipment components and the overall system shall
be warranted for one full year after installation at BEP. If the
manufacturer provides commercial warranties in excess of the
above-specified warranties, than the commercial warranty shall apply.
In case of a warranty claim, the contractor shall respond within 24
hours after notification. Three copies of technical data shall be
furnished with the system and shall include the following: catalogue
information, operating manual, mechanical/electrical
maintenance/service manual, electrical/electronic wiring (control and
power), and spare parts catalogue. The contractor shall furnish a
start-up technician for 5 days to install the systems, perform the BAT,
and train BEP operating and maintenance personnel. Training will be
conducted upon the systems passing the BAT. Clauses/provisions: FAR
provision 52.212-1 "Instruction to Offerors-Commercial Items" is hereby
incorporated by reference. The following are addenda to FAR Clause
52.212-1: Paragraph (c) Period of acceptance of offers; The offeror
agrees to hold the prices in its offer firm for 60 calendar days from
the date specified for receipt of offers. FAR provision 52.212-2
"Evaluation-Commercial Items" applies to this solicitation and the
following evaluation criteria (arranged in order of importance) shall
be used to evaluate offers: 1) Conformance with technical
specifications and design of the cooling/ventilation systems. 2) The
offeror's delivery/completion schedule 3) offeror's past performance
and experience. Technical evaluation points will be awarded on the
three evaluation factors. The offeror shall provide three (3)
references and phone numbers for customers who have bought the same
equipment. Extra evaluation points will be awarded for No. 2 if the
offeror can improve the delivery/installation requirements. The amount
of extra points will depend on the magnitude of the improvement; that
is, a small improvement (1-week) will receive a lower evaluation score
whereas a large improvement (5 weeks) will receive the highest
evaluation score. Extra points will be prorated for improvement of the
delivery date between two and four weeks. The offeror shall provide
sufficient literature and narrative if necessary as to their experience
in producing the equipment being specified. FAR provision 52.212-3
"Offeror Representations and Certifications -- Commercial Items" shall
be completed and submitted with the proposal. Please contact Angela M.

FAR clause 52.212-4 "Contract Terms and Conditions Commercial Items,"
hereby applies to this solicitation and includes the following addenda:
Paragraph (a) The Bureau Acceptance Test (BAT) shall be an actual
sustained operation of the system for three hours during which time
there shall be no equipment failures, lack of curing or defects in the
product. Press speed shall be maintained at 8500 sheets per hour
during the test. Curing of coatings will be tested with a mixture of
talcum powder and carbon black (50: 50 Mixture). This mixture will be
placed on the coated surface and gently rubbed for 5 seconds. Excessive
dust will be removed with a facial tissue or dry cloth. No powder
mixture shall remain on the coated surface for the curing to be
acceptable. An equipment check-off type of inspection shall be
performed. Paragraph (a)(1) .within seven calendar days after
inspection has been completed, i.e., BAT. This notification shall
include an explanation of the deficiencies noted during inspection, the
reasons for the rejection, and the Government's terms as to what
remedies will be made by the Contractor, including a full or partial
retest (BAT). Paragraph (o) The contractor expressly warrants the
systems for one year from defects in material and workmanship. Warranty
becomes effective upon installation of system. FAR clause 52.212-5
"Contract Terms and Conditions Required to Implement Statutes or
Executive Orders-Commercial Items" applies to this acquisition with the
following addenda: Paragraph (b) the following FAR clauses are hereby
incorporated by reference: 52.203-6, 52.222-26, 52.222-35, 52.222-36,
52.222-37, 52.225-9. The following FAR clauses apply to this
solicitation and are included by addenda: 52.217-7 "Option for
Increased Quantity -- Separately Priced Line Item," The Contracting
Officer may exercise the option by written notice to the Contractor
within 365 days of contract award. However, the BEP reserves the right
to exercise the option at contract award; and 52.247-35 "F.o.b.
Destination, Within Consignee's Premises." CLINs 001 and 002 (if
procured) shall be delivered to the Bureau of Engraving and Printing,
Shipping and Receiving, D Street between 13th & l4th Sts., SW,
Washington, DC 20228-0001. Receiving hours for deliveries are 7:00 a.m.
to 2:00 p.m., local time, Monday through Friday, excluding U. S.
Government Holidays and BEP year-end shutdown. The contractor shall
schedule deliveries to the facility by calling the hotline number,
which is (202) 874-2333. The following provisions for contract finance
terms apply to this solicitation and are included by addenda: an
advance payment not to exceed 15 percent of the contract price may be
provided upon contract award; an interim payment may be provided upon
notification that the equipment is ready for shipment; and the delivery
payment on the balance will be made in accordance with FAR Clause
52.232-25 "Prompt Payment." The Contracting Officer may require
additional security as prescribed in FAR 32.202-4 "Security for
Government financing." However, at a minimum the offeror shall provide
a statement with their proposal indicating additional security will be
provided if required. An official who can contractually bind the
company must sign the statement. All clauses can be obtained in full
