PAVING ON FAIRCHILD AFB, WA SOL F45613-98-R0013 POC SSgt Michael P.
Gilbert, (509)247-8692 1. Work Includes, not limited to, the following
items: a. Removal of concrete pavement, including cold milling b.
Excavation, filling, and preparation of subgrade c. Repair and prepare
shoulders and other airfield paving sitework d. Placing of heavy duty
airfield asphalt and concrete pavement e. Tack or prime coats f. Patch
and repair airfield surfaces g. Sealing surfaces h. Manhole adjustments
i. Marking and establishing turf j. Sampling and testing k. Storm
drainage 2. Peformance period shall be one year, plus two option years.
3. Delivery Orders shall be accomplished to obligate funds under this
contract. 4. The guaranteed contract minimum is $100,000.00 and the
proposed contract maximum for the basic year is $2,000,000.00. 5. This
is an unrestricted acquisition; however, evaluation preference for
small disadvanted business shall be in accordance with DFARS
252.219-7008. 6. Past performance shall be considered for the award.
Failure to do so may result in the proposal being rejected as indicated
inthe RFP. See Section M of the RFP. 7. Work in Restricted and
Controlled Areas is required. 8. SIC is 1611 and the small business
size standard is $17,000,000.00. 9. The project magnitude is between
$2,500,000.00 and $5,000,000.00. 10.Competitive procedures shall be
utilized for this acquisition by means of a Request for Proposal.
However, the government may award without discussions. The areas of
evaluation and their relative rank order is stated in Section M of the
solicitation. The Government will award a contract to the responsible
offeror whose offer conforms to the solicitation requirements and will
provide the best value to the Government considering price and past
performance. 11. Government Furnished Materials not provided. 12.
Contract award shall not be for zero dollars. The first delivery shall
immediately follow award to obligate at least the contract minimum.
While funds are not presently available within Air Mobility Command to
fund this project, we anticipate funds will become available by 16 Nov
1998. If current fiscal year (FY98) funds become available, contract
award will be made no later than 30 Sep 98. If FY 98 funds are not
available, this project will be funded with FY 99 funds. We expect to
FY funding by 16 Nov 98. 13. Requests for packages shall be in writing.
