Engineering Field Activity, Northwest (EFA NW) is requesting, for
planning purposes only, written information concerning a potential
contract for Environmental Services -- Monitoring. This contract will
be for environmental services and studies with a primary focus on
environmental restoration projects. Typical work for this contract will
be to determine the effectiveness of remedial actions by measuring
levels of chemicals and their impact on biota, and comparing to
remedial action objectives. Examples of services are 1) Inspection,
assessment, monitoring, modeling, sampling, analysis and preparation of
technical memoranda and reports for Air, Aquatic, Benthic or
Terrestrial Organisms, Groundwater, Natural Attenuation; 2)
Interpretive consulting and engineering services in support of
environmental activities required by all applicable federal laws; 3)
Sampling, analysis and interpretation of results for metals, VOCs,
SVOCs, ordnance compounds, TPHs, etc.; 4) Technical support for public
involvement activities; 5) Establishment and abandonment of monitoring
wells; 6) Management and disposal of wastes; and 6) Provide support
with GIS, CAD, and electronic data management. Place of performance
would primarily be Washington State with occasional project work
possible in Idaho, Montana, and Oregon. The estimated value is
approximately $5 million per year. A fixed-price, indefinite quantity
contract is anticipated under which task orders would be issued to
accomplish specific projects. The Government is soliciting interest and
comments from the marketplace with regard to this potential
solicitation. A Request for Information package will be sent to
interested parties. It will ask for suggestions on the following
issues, at a minimum: (1) Length of contract (Government considers
minimum to be 5 years; desires a 10 year term); (2) draft Statement of
Work; (3) pricing method (in particular, suggestions for out-year
pricing); and (4) labor categories for project personnel. To obtain the

Large Business, and if firm is a Women-Owned Business. Requests for the
RFI package should be received not later than 05 JUN 1998. This is not
a request for proposals (RFP) and contract award will not be made on
