Wayne_Owens@nps.gov. To effectively manage the cultural and natural
resources under its stewardship, the National Park Service (NPS) must
understand the values and concerns of American Indian and other
contemporary communities traditionally associated with national park
units. Only through such an understanding can NPS build positive,
long-term relationships with park-associated communities. To further
the understanding of community values about park resources, to carry
out an accurate interpretive program, and to address concerns about
resources management, NPS conducts various kinds of ethnographic
research projects. The completion of the lineal descent and cultural
affiliation study will provide the baseline information for conducting
NAGPRA-specific consultations in subsequent years as well as provide
data which will enable other cultural groups whose roots stem from
Mission San Juan to establish their connected ancestry. Such a study
will also provide information that will assist park management in
decision making concerning culturally significant resources,
interpretation, and planning. This project wil require the contractor
to: 1) Conduct a literature review focusing on pre-contact, historical,
and contemporary American Indian association with lands and resources
associated with Mission San Juan. This would include ethnographic,
ethnohistoric, archeological, anthropological, and historical
literature. Identify government officials and/or knowledgeable
representatives of potentially affiliated groups and conduct
preliminary and final interviews. 2) Produce a professional report
based on the analysis of archeological, anthropological, ethnographic,
enthnohistorical, and linguistic literature, as well as interviews
with knowledgeable members of potentially affiliated communities to
determine if there is traditional oral historical evidence that is not
documented in published literature. This final report will provide
evidence for establishing lineal descent that will conform to 43 CFR 10
Section 10.14. PRICE RANGE—between $25,000 and $40,000 DURATION

Selection will be based upon: Project Team: Key personnel with time to
commit to the project, qualifications of personnel relevant to a
project of this type, and relevant professional experience as
individuals an as a team. Project Management: Project management plan,
past coordination on similar projects, scheduling, cost control
methods, production facilities, capabilities and techniques. See note
