B -- TECHNICAL REVIEW OF RELIABILITY AND RISK RELATED STUDIES SOL RQ 82878012 DUE 060598 POC Yvette Brown, Procurement Specialist, 301/415-6507; Sharon Mearse, Contracting Officer, 301/415-7315 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.6 and 13 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-03. The Standard Industrial Code is 8999. BACKGROUND INFORMATION: The Office for Analysis and Evaluation of Operational Data (AEOD) serves as the focal point for the assessment of operational events at commercial nuclear power plants through the collection, review, analysis, and evaluation of information related to the safety performance of nuclear power reactor facilities. As part of its mission, AEOD uses operational data to determine the reliability of risk-significant systems and components, and frequencies of initiating events. These studies are primarily developed in-house and by NRC contractors. The four areas of concern in each of these studies are: (1) estimating the reliability (or frequency as appropriate) of systems, components, and initiators and their trends based on operating experience; (2) comparing the estimates based on operating experience to estimates used in probabilistic risk assessments (PRAs) and individual plant examinations (IPEs); (3) evaluating the engineering aspects of the operating experience relating to causes, recovery, and methods of detection: and (4) evaluating the impact of key industry and regulatory programs on performance based on operating experience. The AEOD staff also obtains industry feedback on these activities. OBJECTIVE: The contractor shall provide services of one or more recognized technical experts with extensive experience in PRA, reliability analysis, data analysis, and statistical analysis to review the efforts to complete system reliability studies; review updates to completed system reliability studies; and review other reliability and risk-related reports developed by the NRC and industry. Note: Up to four technical experts will be selected based on the qualification factors specified below. The resulting purchase order may result in a single or multiple awards. SCOPE OF WORK: 1.The contractor shall provide independent technical review for the following studies and reports: a. Four new system reliability studies being developed for NRC by the Idaho National Engineering and Environmental Laboratory (INEEL): -- High Pressure Safety Injection (HPI), Combustion Engineering (CE) Reactor Protection System (RPS), General Electric (GE) RPS, and Babcock & Wilcox (B&W) RPS; b. Five updated supplements to completed system reliability studies: -- High Pressure Core Spray (HPCS), High Pressure Coolant Injection (HPCI), Isolation Condenser (IC), Reactor Core Isolation Cooling (RCIC), and Emergency Diesel Generator (EDG); and c. Other reliability and risk-related studies performed by NRC offices and industry. (The NRC technical monitor will provide the contractor with the scope of each of these other reviews.) The review shall include scope, approach, models, methods, assumptions, input data, and results. The review shall check for the technical accuracy and consistency of each study with previous studies and with standard PRA practices and reactor designs and operations. 2. The contractor shall develop a technical review plan that documents for each review the scope of the review, the estimated level of effort and the name(s) of the proposed technical expert(s). The plan shall be submitted to the NRC project manager for comment and approval prior to the start of any reviews. The contractor shall conduct each review in accordance with the approved technical review plan. The review plans for the HPI and RPS studies shall be provided 10 working days following the date of contract award. 3. The contractor shall review the HPI and RPS project plans developed by INEEL for completeness, appropriateness of the technical scope, and adequacy of data to meet the study objectives. Based on this review, the contractor shall recommend to the NRC project officer specific technical reviews of issues and intermediate results during the development process. 4. The contractor shall conduct reviews of intermediate results of the HPI and RPS studies in accordance with NRC approved technical review plans. Additional reviews can be recommended based on reviews of intermediate results. The recommendations shall be documented for NRC project officer approval in a revised technical review plan. 5.The contractor shall conduct a comprehensive technical review of draft reports of studies, updated reports, and industry reports, as stated above. 6. The contractor shall document comments and recommended changes to each technical review in a letter report. In addition, the letter report shall provide a summary of the work performed (e.g., items reviewed) and the actual cost. The completion date for each letter report will be agreed upon by the NRC project officer and the contractor. PERSONNEL QUALIFICATIONS: The independent reviewers shall be nationally recognized technical experts in selected areas with ten or more years of experience in probabilistic risk assessment (PRA) analysis of U.S. commercial nuclear power plant systems. This experience shall include one or more of the following areas: (1) reliability analysis, (2) data analysis, (3) events assessment, (4) common-cause failure analysis, (5) statistical analysis, (6) PWR systems experience, and (7) BWR systems experience. System experience shall include design, operations, maintenance and surveillance with emphasis on RPS and engineered safety features systems. NOTE: Contractors may address all or some of the qualification factors above relevant to their expertise and experience, and consistent with all or parts of the scope of work stated above. The resulting Purchase Order may result in a single or multiple awards consisting of one to six areas. MEETINGS AND TRAVEL: A total of six person-trips of one anda half day duration for each trip to the NRC offices in Rockville, MD, and/or Idaho National Engineering and Environmental Laboratory (INEEL) in Idaho Falls, ID, shall be planned to attend technical review meetings. To ensure that all offerors are on equal footing, each offeror shall assume that three of these trips will be held at NRC and the other three will be held at INEEL. NRC-FURNISHED MATERIALS: Within five working days upon contract award of the Purchase Order, NRC will provide the contractor with the following materials: (1) a copy of two completed system reliability reports: auxiliary feedwater system (INEL/EXT-97-00740) and Westinghouse RPS (INEL/EXT-97-0163); and (2) project completion plans for HPI and RPS. Any other reports, documents, and other materials that the contractor shall require to perform the work will be provided by the NRC project officer within five working days prior to the agreed start date for each review effort. PERIOD OF PERFORMANCE: The Purchase Order will be effective for 18 months from date of award. INSTRUCTIONS FOR RFQ PRICING: Firm Fixed Price for the work (with a cost breakdown) and estimated travel cost (airfare, lodging, meals and incidentals, rental car, taxi, parking expenses). All common carrier travel will be reimbursed for economy class rates. First class air travel is not authorized. INSTRUCTIONS FOR PROPOSAL PRESENTATION AND FORMAT: Qualifications of Proposed Personnel: The Offeror shall submit the professional qualifications of proposed personnel in accordance with the following format (minimum of two pages): a. Name and title of proposed individuals to include the individual with authority to negotiate and bind the organization; b. Name of firm with which associated; c. Years of experience with the firm, with other firms; d. Education -- degree(s)/year/specialization; e. Description of experience -- include a brief description of involvement in PRA-related activities, projects and studies. Include in the description of each activity/project/study the PRA analyses performed, time spent, and the sponsoring firm. f. Include a list of publications authored and co-authored, and g. Provide a matrix that shows the relationship between the proposed personnel and each of the personnel qualification requirements listed in section D, above. Include in the matrix for each personnel/qualification relationship, a brief summary of personnel qualifications. Each summary shall be cross-referenced to the proposed personnel's resume. Past Performance of Proposed Professional Personnel: Offeror shall provide a brief narrative of the effort performed, contract/purchase order number, and the name, address and telephone number of the contractual and technical representatives for three efforts of similar scope and complexity over the past three years. I. EVALUATION OF PROPOSALS FOR AWARD: By use of numerical and narrative scoring techniques, proposals will be evaluated against the evaluation factors listed in their order of importance. 1. Qualifications -- Extent to which the proposal identifies personnel with the necessary knowledge and experience to perform the Scope of Work as demonstrated by the resumes submitted (60 points). 2. Past Performance of Professional Personnel -- Extent to which the offeror's proposal demonstrates successful completion of work similar to or the same scope and complexity as that required in this statement of work. (40 points). NRC will make one or multiple awards to the offeror(s) whose technical/cost relationship is realistic, reasonable, and most advantageous to the Government (not weighted). The following clauses and provisions are applicable and hereby incorporated into this solicitation by reference and will be provided by the contracting officer in full text upon request.
