#199613, posted 5-12-98. Request for Quotation from this announcement.
No separate quotation package is being developed. Quotations are due
by Close of Business, June 11, 1998. Kris Bellini is Contracting
Officer at 509-826-3072. Required services: Provide mental health
consultation and staff training services at Curlew Civilian
Conservation Center (Job Corps), a co-educational vocational training
center, in accordance with Job Corps Policy and Requirements Handbook
(PRH). Scope also includes attending Job Corps sponsored training,
which may be at other locations. Services include furnishing all labor,
materials and supplies, including transportation, except as stated in
Item D below. The average Curlew Job Corps student population is around
200. Student ages range from 16 through early 25's. Services are to be
performed on site in Government provided offices. Task orders issued
and services to begin July 1, 1998 through June 30, 2002. LOCATION: The
Center is north of Spokane, Washington, via state highway 395 through
Colville and Kettle Falls, to its junction with highway 20; then, via
highway 20 (Sherman Pass) to Republic; then north on highway 21 to
Curlew, WA (just a few miles from the US:Canada border). The site can
be reached by traveling 10 miles Northwest of Curlew on County Road 501
to the Curlew Civilian Conservation Center. Resulting award shall be an
indefinite delivery, indefinite quantity contract for four years.
Contract guarantee is 450 hours with an estimated four year total of
1800 hours. The minimum guarantee is prorated as follows: (A.) 200
hours MENTAL HEALTH COUNSELING AND CASE EVALUATION includes Individual
counseling to problematic students, documentation, and recommendations
to center staff in working with students, crisis intervention,
emergency psychiatric consultation, and referral. Mental health
evaluations for individuals to determine treatment requirements,
diagnostic information, and to provide Counselor/Center feedback as to
individual suitability for the Job Corps program. Consult with staff
AODA (Alcohol and Other Drugs of Abuse) Specialist regarding student
substance abuse evaluations and issues; (B) 150 hours REVIEW OF STAFF
REFERRALS includes Review referrals for counseling from other sections
on center with counseling staff to determine action plans, staffing,
and appropriate handling of the referral; (C) 86 hours of STAFF
TRAINING includes training of Job Corps staff to enhance ability to
perform effective instruction; (D) 15 hours in ATTEND JOB CORPS
SPONSORED TRAINING includes reimbursement at Gov't rate. Quoters are to
provide a full resume of qualifications and experience including
references (names, phone #s and type of work performed), and hourly
rates for each of the four categories A thru D listed above. Award will
be based on quotes received considering price (hourly rate) and
capability. Capability includes factors such as qualifications,
experience doing similarwork, past performance, dependability and
cooperation. Price and capability will be evaluated to determine the
best value source selection that is most advantageous to the
