Traci Mounts, 703-602-7707 The Naval Sea Systems Command (NAVSEA) is
seeking potential sources for Computer Program Software Activities
(CPSA) consolidation for the Navy Signal Processors Program Office
(PMS428). PMS428 manages the development, production and life cycle
maintenance of high performance signal processors, operating systems,
and software development/maintenance tools. Due to reduced budgets and
the low level of effort required, PMS428 desires to consolidate
Computer Program Software Activities (CPSA) for its signal processors.
This notice solicits expressions of interest for furnishing life-cycle
support as the CPSA for the Advanced Signal Processor (ASP) AN/UYS-1,
Enhanced Modular Signal Processor (EMSP) AN/UYS-2(V) SEM B and Enhanced
Modular Signal Processor (EMSP) AN/UYS-2A(V) DEM E. The knowledge and
skills necessary to assume the CPSA responsibility are defined in
NAVSEAINST 4790.47A. Specific expertise required for life cycle support
of the AN/UYS-1, AN/UYS-2 and AN/UYS-2A is as follows: (1) Computer
languageprogramming skills including Ada, Fortran, C, C++, 680x0
Assembly, SPL, SPL/1, SPGN, PGM, Tcl/Tk, Borne shell, C shell,
Microcode (associated types), Primitives (3 types), Chains, PID, make,
nmake, Units of Work, Yacc, and Lex; (2) Graphical User Interface
knowledge including X11R5, X11R6, OpenLook, Sunview, Tcl/Tk; (3)
Multi-Processing; (4) Multi-Programming; (5) Embedded systems
development; (6) GRED, DART, SPL/1 Compiler, SPL Assembler, SPL Linkage
Editor, AP microcode translator, SPGN Translator, AN/UYS-2/2A(V)
microcode translators, and AN/UYS-2/2A system-build tools; (7) CROS and
AN/UYS-2/2A dataflow OS; (8) Signal processing knowledge including
dataflow methodologies, control flow methodologies, filters, transforms
and integrators and application development for AN/UYS-1, AN/UYS-2 and
2A; (9) Communications protocols including 1553B, NTDS, PDC, HSC and
RS-232/422; (10) Testing including simulations and field testing; (11)
Systems administration of Vax, Sun and PC, and security and
configuration management; and (12) Information management including
database programming and library mangement. Estimated Level of Effort
for FY99 (including all management and laboratory support) is 1
work-year for AN/UYS-1, 1 work-year for AN/UYS-2(V) SEM B and 4
work-years for AN/UYS-2A(V) DEM E. Due to future reductions in PMS428
funding, this level of effort is expected to decrease. Interested
contractors shall submit their expressions of interest within thirty
(30) days of the date of this announcement. Interested contractors
should include a statement of experience and capabilities and a point
of contact by name, address and phone number not to exceed three (3)
