of Commerce/BXA proposes to negotiate on a non-competitive basis using
Simplified Acquisition Techniques with TRAC Systems Inc, Stevensville,
MD to provide services to upgrade the software and hardware to expand
the existing SED System from a single stand-alone PC to a Network
System. Time is of the essence and past expensive uniquely qualifies
the TRAC System Inc. to provide the service in roughly one month.
Vendors who believe they can provide the required service are invited
to submit in writing a afformative response demonstrating an ability to
immediately undertake these is duties at a cost benefit to the
Government. Any written response must be received no later than 5 days
after publication of the Synopsis. In order to be responsive a
narrative statement of capability, including technical information and
other technical literature, sufficent to permit agency analysis in
order to determine a bona fide capability to meet the Government's
requirements. Responses without the required documentation will be
considered non-responsive. No solicitation documents exist: therefore,
