synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. This procurement is being conducted
under the Simplified Acquisition Procedures (SAP). NASA WSTF intends to
purchase Thermal Analysis Equipment per the following specifications.
The quote shall include the exchange of existing thermal equipment
listed below in item 4. (1) Thermal Analysis Equipment Controller
including a pentium computer, 2 Mb RAM, 2 Gb Hard drive, 8X CD, 17"
color monitor, inkjet color printer, operating system with
multi-modular control for up to 8 modules, data analysis software
library, windows 97 operating environment, multitasking capability (run
+ analyze simultaneously), networking (transfer data across network.
(2) Differential Scanning Calorimeter (DSC) including a quench cooling
accessory, a dual tube flow meter, a DSC sample encapsulation press
for hermetically sealing samples, automated data analysis software with
specialty analysis programs, calibration software, and the ability to
be upgraded to modulated DSC. The following performance specifications
apply: Sample size range: 0.5 to 100 mg, Hermetic volume: 10
microliters, Sensitivity: 0.2 microwatts, Temperature reproducibility:
+/- 0.5 degrees C, Temperature accuracy: +/- 0.1 degrees C,
Temperature range: -180 to 725 degrees C, Programmable heating rate:
0.01 to 200 degrees C/minute, Calorimetric precision: +/- 1%, Dynamic
preheated gas purge up to 100 mL/min at 2 torr to atmospheric pressure.
(3) Thermogravimetric Analyzer (TGA) including a gas switching
accessory to allow switching to pure gases as programmed during a run,
a dual tube flowmeter, a programmable horizontal purge gas flow across
the sample with a separate inert gas flow through the balance chamber,
a horizontal off-gas port for collectionor analysis of evolved gases
by FTIR or MS, 1-5 point Curie point temperature calibration, automated
pan loading and furnace movement, automated pan loading and furnace
movement, quartz-lined evolved gas analysis (EGA) furnace, and
high-resolution accessory. The following performance specifications
apply: Temperature range: ambient to 1000 degrees C, Sample capacity:
1.5 gram, Balance capacity: 1.0 gram (excluding sample pan), Balance
sensitivity: 0.1 microgram, Balance accuracy: +/- 0.1%, Purge gas flow
rates: Furnace=60mL/min, Balance=40mL/min, Heating rate: 0.1 to 50
degrees C per min, Furnace cooling: forced air, Sample pan capacities:
platinum=50 and 100 microliters, alumina=100, 250 and 500 microliters,
aluminum=100 microliters, Data collection rate: 0.5-1000 sec/pt. (4)
Trade-in Equipment: Omnitherm TGA 1500, SN 76176; Omnitherm DSC 700, SN
7869168; and DuPont DSC 910, SN 936. The provisions and clauses in the
RFQ are those in effect through FAC 97-4. The SIC code and the small
business size standard for this procurement are 3823 and 500 employees,
respectively. The quoter shall state in their quotation their size
status for this procurement. All qualified responsible business sources
may submit a quotation which shall be considered by the agency.
Delivery to NASA JSC White Sands Test Facility, Transportation Officer,
Bldg 120B, Route 70, Las Cruces, NM 88012 is required within 35 days
ARO. Delivery shall be FOB Destination. The DPAS rating for this
procurement is DO-C9. Quotations for the items(s) described above may
be mailed or faxed to the identified point of contact, by the date/time
specified and include solicitation number, FOB destination to this
site, proposed delivery schedule, discount/payment terms, warranty
duration (if applicable), taxpayer identification number (TIN),
identification of any special commercial terms, and be signed by an
authorized company representative. Quoters shall provide the
information required by FAR 52.212-1. If the end product(s) quoted is
other than domestic end product(s) as defined in the clause entitled
"Buy American Act -- Supplies," the quoter shall so state and shall
list the country of origin. The Representations and Certifications
required by FAR 52.2l2-3 may be obtained via the internet at URL:

applicable. FAR 52.212-5 is applicable, with the exception of
(b)(4)(10)(11)(13)(14)(15)(16)(17)(c)(3)(5). Questions regarding this
acquisition must be submitted in writing no later than May 27, 1998.
Quotations are due by 3:00 pm MST, June 4, 1998 to NASA JSC White Sands
Test Facility, P.O. Box 20, Las Cruces, NM 88004, Attention Janet K.
Reese. Selection and award will be made (on an aggregate basis) to the
lowest priced, technically acceptable quoter. Technical acceptability
will be determined by information submitted by the quoter providing a
description in sufficient detail to show that the product quoted meets
the Government's requirement. Quoters must provide copies of the
provision at 52.212-3, Offeror Representation and Certifications --
Commercial Items with their quote. See above for where to obtain copies
of the form via the Internet. An ombudsman has been appointed -- See
Internet Note "B". Prospective quoters shall notify this office of
their intent to submit a quotation. It is the quoter's responsibility
to monitor this site for the release of amendments (if any). Potential
quoters will be responsible for downloading their own copy of this
