Systems Center Charleston's Very Low Frequency Ashore Lifetime Upkeep
Effort (VALUE) Program is for 1)Engineering, 2)fabrication, 3)
assembly, 4) integration, 5)installation, 6)testing and 7)logistics
support to extend the life of shore based submarine communications
transmitter systems at NRS (T) Jim Creek, Washington, NCTS Cutler,
Maine, NRTF Lualualei, Hawaii, NCS H.E. Holt, Australia and NRTF
Aguada, Puerto Rico. This effort will encompass the replacement,
upgrade or modification of degraded, obsolete and maintenance intensive
components, equipment and subsystems. The Cost Plus Incentive Fee
Contract will be for a base period of one year with option provisions
to extend the term of the contract for an additional four one year
periods with one site identified for each option period. A Technical
proposal will be required and award will be made on the basis of price
and other factors. The solicitation will be posted on the Internet and
will be accessible through the SPAWAR web site
(www-chas.spawar.navy.mil/NISEEast/codes/10/bus_opp.html). All
contractors should note the Corporate Experience requirements set forth
in Section L of the solicitation that requires offerors to have a
minimum of five years experience with designing and installing
modifications to the current generation of U.S. Navy transmitters at
the above locations. It is impracticable to distribute the applicable
Assessment Reports and Technical Manuals with the solicitation. These
contract documents may be examined at SPAWAR Systems Center Charleston
in accordance with the procedures in Section L of the solicitation.
