synopsis/solicitation for commercial items prepared in accordance with
the format in FAR subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only Request for Quote that will be issued; quotations are being
requested and a written RFQ will not be issued. This request is issued
under RFQ DACW62-98-Q-0030. The Nashville District Corps of Engineers
intends to puchase 3600 Tons of riprap and 1000 Tons of DGA Crushed
stone as specified herein to be delivered to the tailwater area of
Kentucky Lock, located at Mile 22.4 of the Tennessee River in
Livingston County, Kentucky. The stone shall be delivered on flat-deck
rock barges. TIME CONSTRAINTS AND LOCK CLOSURE. Kentucky Lock is
scheduled to be closed during the period June 17-28, 1998. The delivery
to the lower lock approach site is being specified during the scheduled
lock outage in order not to block normal lock operations. The stone
must be delivered no later than 11:00 a.m. on June 17, 1998. The
Contractor is responsible for keeping his barges, which arrive prior to
6:00 AM on June 17, 1998, from blocking navigation. Special provisions
can be made to allow the required rock barges to transit through
Kentucky Lock (if necessary) during the last lockage on June 17, 1998,
scheduled for 6:00 AM, upon request to the Kentucky Lock Lockmaster,
Mr. Gary Hubbard (telephone, 502-362-4226). The barges are required to
remain in the tailwater area until the lock reopens on June 28, 1998
or until they are completely offloaded by TVA equipment and personnel.
The barges will also be allowed to be the first transit through the
lock when it reopens on June 28, 1998 upon coordination with Mr.
Hubbard. SITE CONSTRAINTS AND HELPER BOAT REQUIREMENTS. The navigable
waters of the entire lower approach will be available to the Contractor
during the period 6:00 a.m. June 17, 1998 to 6:00 p.m. June 28, 1998.
It is anticipated that the rock barges will be offloaded whiled located
adjacent to the powerhouse island's riprapped bank downstream of the
lock's lower approach (river or western) wall. Land based equipment
will be used by TVA personnel to offload the barges. It is the
Contractor's responsibility to provide a helper boat and sufficient
personnel to position the barges under direction from the TVA
personnel. The helper boat should be available 10 hours a day, from
7:00 a.m. to 5:00 p.m., during the entire work period of June 17, 1998
to June 28, 1998. If the helper boat should experience mechanical or
other difficulties that render it inoperable, then a replacement boat
shall be provided by the Contractor so as to not delay the off loading
process by more than one day. BID SCHEDULE. The bid schedule is as

Transportation of Stone 1 Job for an Estimated Tota__ __ __ ____. Item
No. 1 -- Quarry Run Stone. The quarry-run stone shall be durable and of
suitable quality to ensure permanence in the structure and in the
climate in which it is to be used. It shall be free from cracks, seams,
and other defects that would tend to increase unduly its deterioration
from natural causes. In general, the stone shall have cubical rather
than laminated fracture properties. Thin slabs having an average
thickness of less than one third of their average widths will not be
acceptable. Field stone shall not be used as riprap. The inclusion of
objectionable quantities of dirt, sand, and clay will not be permitted.
The stone shallbe well graded with 50% of riprap by weight 350# stones
or larger. Maximum size stone 750# and not more that 5% by weight
shall pass the 1-inch sieve. Color of new riprap shall match the color
of existing riprap. When it is necessary to determine suitability of
the stone, representative samples shall be furnished by the supplier to
be used for testing. When tested as specified in AASHTO T104, the stone
shall show a minimum soundness of 85% for five cycles using sodium
sulfate, and have a wear % of not over 60% using the Los Angeles Test
as specified in AASHTO T96. Item No. 2 -- DGA Crushed Stone. The
crushed stone shall consist of fragments of sound, durable stone free
from disintegrated stone, salt, alkali, vegetable matter, or adherent
coatings and shall be reasonably free from thin or elongated pieces.
Crushed stone shall have a % of wear not more than 40% and the
following gradation: sieve Size Percent Passing 1-inch at 100%,
3/4-inch at 70-100%, 3/8-inch at 50-80%, No. 4 at 30-65%, No. 30 at
10-40%, and No. 200 at 2-10%. Both stones shall meet the applicable
requirements of the Kentucky Transportation Cabinet, Department of
Highways, Standard Specifications. Item No. 3 -- Transportation of
Stone. Furnish barges including tow services from the stone quarry to
Kentucky Lock. The stone shall be delivered on flat-deck rock barges.
Contractor shall determine and inform the Government of the number of
barges and time required to transport the stone as specified. The
Government will make a firm, fixed price award ruling from this
solicitation to the responsible offeror whose offer conforming to the
solicitation that will be most advantageous to the Government, price
and other factors considered. Delivery is FOB Destination at the U.S.
Army Corps of Engineers, Kentucky Lock tailwater area, located at Mile
22.4 of the Tennessee River in Livingston County, Kentucky. Delivery
is required by 17 June 1998. Inspeciton and acceptance will be the
destination. The solicitation document and incorporated provisions and
clauses are those in effect through the Federal Acquisition Circular
