The formal (final) Request for Proposals (RFP) for Systems Analysis Service to support and assist NORAD and other appropriate organizations in planning for the operation of NORAD systems in the Strategic Defense Environment will be issued on or about 08 Jun 98 via electronic media, unless otherwise requested. The Government is contemplating a Firm-Fixed Price contract utilizing Price/Performance tradeoff. The RFP/attachments/exhibits can be accessed from the following home page address:http://www.spacecom.af.mil/21cons/ Contractor tasking will encompass both exercise and non-exercise analysis of NORAD Air Defense functions, including command, control, and communications aspects of these functions. The contractor shall provide systems analysis services which include documentation of baseline systems performance information; the development of detailed analysis objectives and techniques; inputs to exercise and analysis planning, exercise design, and data collection requirements; inputs to exercise execution; the performance of data collection, collation, and technical analysis; the employment of gaming and simulation techniques; preparation of analysis support or data reduction programs; and the development of briefings and reports, with recommendations for optimizing system employment. These services will involve both long term analysis studies and shorter analysis assignments. The primary work location for contractor personnel performing under this SOW shall be a contractor provided facility in Colorado Springs, CO. The basic period of performance will be 01 Oct 98 through 30 Sep 99 with four one-year options (FY 00 through 03). The contemplated contract will be under SIC code 8748. Preposal conference will be held at Peterson AFB, CO. Attendance is limited to three (3) persons per company for the Preproposal Conference. O'Connell, 135 E Ent Ave. Suite 105, Peterson Air Force Base, CO 80914-1385 and will be officially responded to as an amendment to the RFP. Personnel desiring to participate in the Preproposal Conference, must have a security clearance of SECRET. Accordingly, "Visitor's Request" information must be submitted in writing to 21CONS/LGCXC, ATTN: Kathleen B. O'Connell, Contracting Officer, 135 E Ent Ave, Suite 105, PAFB, CO 80914-1385, in accordance with DOD 5220.22-M, National Industrial Security Program Operating Manual. The Visit requests shall be submitted by mail. Personnel desiring to review material as part of the Bidders' Library must have confirmed security clearance of SECRET and must adhere to the aforementioned "Visitor's Request" information.
