REHABILITATION AT L/D 8, WITH OPTIONS FOR SAME WORK AT L/Ds 7, 9 & 10.
Project consists of surface preparation and painting of the service
bridge and replacement of rail clips at Dam No. 8 on the Mississippi
River, with options for the same work at Dams 7, 9 & 10. Specific work
includes, but is not limited to, removal of existing rails and rail
clips from the service bridge; transportation and installation of
Government furnished rail clips (including modifications to the bridge
decking to accommodate the larger clips); surface prep, metallize and
seal the tops of the bridge beams and rails; removal of existing paint
and lead based primer from surface bridge by wet abrasive blasting;
paint surface bridge with epoxy mastic primer and urethane topcoat;
surface prep and paint poiree A-frames; reinstall rails on bridge;
fabricate, finish and install new crane stops. Proposals will be
evaluated on price and technical merit. Overall technical merit is
approximately equal in importance to price. The technical factors in
descending order of importance are as follows: 1-Experience, 2-Past
Performance, 3-Management Plan. PROCUREMENT IS UNRESTRICTED UNDER THE
SMALL BUSINESS COMPETITIVENESS DEMONSTRATION PROGRAM (Public Law
100-656). SIC is 1629. (For informational purposes only, the small
business size standard is $17 Million). The estimated magnitude of
construction for the basic plus all options in terms of physical
characteristics and price range is between $5,000,000 and $10,000,000.
In the event a large business firm is recommended for award, it will
be necessary for the firm to submit a subcontracting plan which will be
subject to approval prior to receiving award. For the purposes of
formulating the subcontracting plan on this contract, the following
non-legally binding goals applicable to all subcontracting utilized in
performance of the contract are provided for informational purposes
only: Small Business -- 35.0%, Small Disadvantaged Business -- 6.0%,
Women Owned Small Business -- 3.0%, Subcontracting Report (SF 294 & SF
295) -- 100.0%. Specifications and Plans are expected to be available
approximately June 29, 1998, with the proposal due date being on or
about August 3, 1998. Plans and specifications will be issued upon
written request with a non-refundable payment. Charges are as follows:
Half size drawings with one copy of the specification, $27.00; full
size drawings with one copy of the specification, $91.00; copy of the
specification only, $10.00. Please address your order to the attention
