of Standards and Technology (NIST) requires a continuation of services
for a project to trap and sympathetically cool positrons in a Penning
trap by laser-cooled Be+ ions. Tasks are to include the following. 1.
Determine both theoretically and experimentally, the heating
resonances produced by the Be+/e+ Penning trap asymmetries. These
asymmetries should be minimized to permit operation of the trap at high
densities. 2. Implement the "rotating wall" technique on the Be+/e+
Penning trap. This technique should stabilize the plasma rotation
frequency and requires a careful balance between the torques due to the
rotating electric field (the rotating wall) and the cooling laser beam.
3. Investigate and measure the change of plasma shapes with an
anharmonic contribution of the trap potential -- in particular, if
hollow distributions are caused by a 4th order anharmonic term.
Interested sources proposing to supply an equivalent unit must submit
pricing with a written qualification statement clearly establishing
capability to meet the above requirements within 15 days from the date
of this synopsis. The qualifications statements will be used to
determine the need for competitive bids. In the absence of other
qualified sources, it is the intent of the Government to award a sole
source contract under the authority of 41 U.S.C. 253(c)(1) to Brana
Jelenkovic, 1205-B Bear Mountain Drive, Boulder, CO 80303 as this
source is considered to be the only responsible source and no others
will satisfy agency requirements. This announcement is being issued
under the Simplified Acquisition Procedures, FAR Part 13 (NTE
$100,000.00). The award decision will be based upon the best value to
the Government, with technical merit and past performance being
significantly more important than price. Terms and conditions and
