cbrown@bop.gov (I) This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in Federal
Acquisition Regulation (FAR) Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; offers are being requested and a
written solicitation will not be issued. (II) This solicitation
document is issued as Request for Quotation (RFQ) 230-0025. (III) This
solicitation document and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 97-04. (IV) This
solicitation is 100% SBSA. The SIC is 3823 with a size standard of 500
employees and the NAICS United States is 334513. (V) The items called
for by this RFQ have been identified by a brand name. Offers for an
equal product will be considered for award IAW JAR Clause 2852.211-70,
Brand-Name or Equal. Contract Line Item Number (CLIN) 0001: Remove
existing throat tile and liner and install new factory purchased
refractory throat tile and liner on three Kewanee L3W500G02 boilers
(s/n 94795, 94796, 94797), per manufacturer's specifications.
Contractor will provide cure time schedule to Government.; CLIN 0002:
Upgrade burner controls for the three Kewanee L3W500HP boilers
identified in CLIN 0001. Burner controls will be upgraded on a
scheduled basis. Only one boiler can be out of service at a time.
Offerors shall include a proposed schedule which sets forth the
proposed start and finish dates of each phase of the project, the
projected date of completion for the entire project, and outlining the
strategy and sequence of work for project completion. The existing
controls (Honeywell Microcomputer Burner Control BC7000 System) will be
removed and replaced with a fully metered, cross limited control scheme
for natural gas and #2 fuel oil. The existing Kewanee burner on each
boiler will be utilized. The control panel for each unit will be a wall
mounted enclosure of NEMA 12 construction. Mounted within the panel on
a removable subbase and wired to numbered terminal blocks will be the
following equipment: one Honeywell RM7800L microprocessor with ST7800A
purge module and R7248A infrared flame detector amplifier, one
Honeywell S7830A expanded annunciator module, one Autoflame model
MM5001 Micro Modulation Fuel/Air ratio controller for two fuels, PID
control of hot water temperature, four auto/manual stations, displays
instantaneous and totalized fuel flow measurement, controls outputs for
gas flow, combustion air flow and oil flow; Auto-Manual firing and
Increase-Decrease selector switch; Boiler Failure Reset indicating
pushbutton (red); Alarm Silence pushbutton; Alarm Horn. The system will
be completely factory wired in accordance with NEC standards. Prior to
delivery, the system will be pre-tested to assure proper and safe
operation. All wiring between terminal blocks and components will be
numbered and encased in plastic wiring troughs with removable covers.
Labels will be used to identify all panel mounted devices in accordance
with the electrical schematic. All relays, terminal blocks and
auxiliaries will be in compliance with Underwriters Laboratory (UL).
The control panel will be UL listed as a Flame Control Panel. Any and
all control panel windows must be constructed of Plexiglas. All
necessary labor to accomplish the installation, inspection, and
start-up of the equipment installed will be the responsibility of the
vendor. Ten consecutive days, 24 hours per day of operational testing
is required for each boiler to demonstrate that it is functioning
properly in accordance with all the requirements of the RFQ. Labor will
be performed by licensed professional individuals. Contractor shall
adhere to all state and federal rules and regulations in accordance
with current engineering standards. The vendor will be responsible for
providing all materials, obtaining applicable permits, and fees
related to this project. Electrical service connections will be
performed by the Government. CLIN 0003: 1 session, on-site training of
FCI Sheridan Powerhouse staff in usage of the provided equipment
sufficient to ensure the safe operation of the equipment by said staff
members. (VI) The successful offeror shall complete delivery of all
items with 90 days of date of award. (VII) Delivery hours are 8:00 a.m.
to 4:00 p.m., local time, Monday through Friday, excluding Government
holidays. (VIII) FAR provision 52.212-1, "Instructions to Offerors --
Commercial Items," is hereby incorporated by reference. The following
are addenda to FAR Clause 52.212-1: (1) Paragraph (c) "Period for
acceptance of offers," the amount of time the offeror agrees to hold
the prices in its offer firm is changed to 60 calendar days from date
specified for receipt of offers. (2) Evaluation Factors for Award:
Offerors are advised that the Government intents to evaluate offers and
award a contract without discussions with offerors. Award will be made
to the responsible offeror whose quote is responsive to the items of
the RFQ and is the best value to the Government in terms of trade-off
between price and technical merit. Therefore, the offeror's initial
offer should contain the offeror's best terms from a price and
technical standpoint. However, the Government reserves the right to
conduct discussions if later determined by the Contracting Officer to
be necessary. The Government may reject any or all offers if such
action is in the public interest; accept other than the lowest offer;
and waive informalities and minor irregularities in offers received.
(4) Business References: In order to assist the CO in making a
responsibility determination about a prospective contractor, IAW FAR
9.104-1, it is required that each offeror provide information on a
reasonable number of recent and relevant contracts for the same or
similar items, as well as the offeror's primary financial institution
(to include contract numbers, points of contact, telephone numbers, and
any other relevant information). (IX) FAR provision 52.212-3, "Offerors
Representations and Certifications -- Commercial Items," shall be
completedand submitted with the offer. (X) FAR clause 52.212-4,
"Contract Terms and Conditions -- Commercial Items," is hereby
incorporated by reference. The following FAR Clause is hereby
incorporated by reference, pursuant to FAR Clause 52.252-2, "Clauses
Incorporated by Reference": 52.219-6, Notice of Small Business
Set-Aside. The following JAR Clauses are hereby incorporated by
addenda: (1) 2852.201-70, Contracting Officer's Technical
Representative, (a) Mr. Larry D. Hupp of Federal Correctional
Institution, 27072 Ballston Road, Sheridan, Oregon 97378, (503)843-4442
ext. 328, is hereby designated to act as Contracting Officer's
Technical Representative (COTR) under this contract. (b) The COTR is
responsible, as applicable, for: receiving all deliverable, inspecting
and accepting the supplies or services provided hereunder in
accordance with the terms and conditions of this contract; providing
direction to the contractor which clarifies the contract effort, fills
in details or otherwise serves to accomplish thecontractual Scope of
Work; evaluating performance; and certifying all invoices/vouchers for
acceptance of the supplies or services furnished for payment. (c) The
COTR does not have the authority to alter the contractor's obligations
under the contract, and/or modify any of the expressed terms,
conditions, specifications, or cost of the agreement. If as a result of
technical discussions it is desirable to alter/change contractual
obligations or the Scope of Work, the Contracting Officer shall issue
such changes. (2) 2852.211-70 Brand-Name or Equal (a) The terms "bid"
and "bidders", as used in this clause, include the terms "proposal" and
"offerors". The terms "invitation for bids" and "invitational", as used
in their clause include the terms "request for proposal" and "request".
(b) If items called for by this invitation for bids have been
identified in the schedule by a "brand name or equal" description, such
identification is intended to be descriptive but not restrictive, and
is to indicate the quality andcharacteristics of products that will be
satisfactory. Bids offering "equal" products (including products of a
brand name manufacturer other than the one described by brand name)
will be considered for award if such products are clearly identified in
the bids and are determined by the Government to meet fully the salient
characteristics and requirements listed in the invitation. (c) Unless
the bidder clearly indicates in his/her bid that he/she is offering an
"equal" product, his/her bid shall be considered as offering the brand
name product referenced in the invitation for bids. (d)(1) If the
bidder proposes to furnish an "equal" product, the brand name, if any,
of the product to be furnished shall be inserted in the space provided
in the invitation for bids, or such product shall be otherwise clearly
identified in the bid. The evaluation of bids and the determinations
to equality of the product offered shall be the responsibility of the
Government and will be based on information furnished by the bidder
oridentified in his/her bid as well as other information reasonably
available to the purchasing activity. To ensure the sufficient
information is available, the bidder must furnish as a part of his/her
bid all description material (such as cuts, illustrations, drawings,
or other information) necessary for the purchasing activity to: (i)
determine whether the product offered meets the salient characteristics
requirements of the invitation for bids, and (ii) established exactly
what the bidder proposed to furnish and what the Government would be
binding itself to purchase by making an award. The information
furnished may include specific references to information previously
furnished or information otherwise available to the purchasing
activity. (2) If the bidder proposes to modify a product so as to make
it conform to the requirements of the invitation for bids, he/she
shall: (i) include in his/her bid a clear description of such proposed
modification, and (ii) clearly mark any description material to show
the proposed modifications. (3) Modifications proposed after the bid
opening to make a product conform to a brand name product referenced in
the invitation for bids will not be considered. (XI) FAR clause
52.212-5, Contract Terms and Conditions Required to Implement Statutes
or Executive Orders -- Commercial Items is hereby incorporated by
reference. In accordance with FAR clause 52.212- 5, the following
clauses are hereby incorporated by reference in paragraph (b):

terms and conditions are hereby incorporated: Contract
Security/Investigative Requirements-Human Resource Management Manual
(BOP P.S. 3000.02): All personnel performing under this contract will
be subject to the following security requirements: National Crime
Information Center (NCIC) Check; Completed Contractor Pre-employment
Form; By submitting an offer and by signing the contract document, the
contractor hereby agrees to ensure that all individuals providing
services under the contract will complete the required documents and
undergo the listed procedures. Any employee of a contractor who does
not pass the security clearances will be unable to provide services
under the contract. The final determination and completion of the
security investigation procedures will be made at the sole discretion
of the BOP. (XII) Offers in original and one copy shall be received at
Federal Correctional Institution, 27072 Ballston Road, Post Office Box
8000, Sheridan, Oregon 97378-8000, Attention: Christina Berggren
(Brown), Contract Specialist, by 4:00 p.m., local time, on Thursday,
