1. The West Los Angeles Medical Center in the Network Business Center
intends to negotiate a commercial (FAR Part 12) sole source contract
with Moor Instruments, Inc., Wilmington, Delaware under the authority
of FAR 6.302.1. The solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
(FAC) 97-04. Only one responsible source and no other supplies or
services will satisfy agency requirements. A justification for other
than full and open competition is being prepared in support of this
acquisition. This procurement is to be used for the prevention of
amputation in patients with peripheral vascular disease and also to
determine the optimal level of amputation should this procedure be
required. This instrument is a laser scanner that for the first time
provides a detailed map of blood flow velocity in an area that can be
as large as an entire limb or as small as a portion of a finger. It
does not require ionizing radiation (X-rays) or special preparation of
patients. The procedure last five minutes, is completely non-invasive
and causes no discomfort. This instrument will provide an objective
assessment of skin blood flow. This instrument scans a laser beam in a
faster pattern over the skin to build up a laser Doppler image. The
cost of amputations is about $23,000 per case, excluding the cost of
rehabilitation and prosthesis. West Los Angeles Medical Center performs
30 to 40 amputations per year and the procurement of the Moor Doppler
Laser Imager LDI would prevent several of these operations. The Doppler
Laser includes the following: 1xmoor LDI scanhead (633nm red laser),
1xmoor LDI control box, 2xmoor LDI interconnecting leads, 1xmains lead,
1xRS232 interface lead, 1xmoor LDI software, 1xmoor LDI user manual,
1xpair of protective glasses and 1xLDI-MS Mobil Stand. The proposed
contract action is for supplies for which the Government intends to
solicit and negotiate with only one source. Interested persons may
identify their interest and capability to respond to the requirement or
submit a proposal. This notice is not a request for competitive
proposals. All proposals received by 4:00 PM Pacific Daylight Time, May
29, 1998, will be considered by the Government. A determination by the
Government not to compete this proposed contract based on responses to
this notice is solely within the discretion of the Government.
