to issue a Request for Quotation (RFQ) for the following Wallace
Instruments Products which will provide the drive electronics for an
Amber Engineering 256x256 HgCdTe Infrared Array. Item 1: model ENCL-4A,
8 channel observing grade electronics enclosure. Item 2: 256K coadder
system; includes two (2) HSC-PC8A memory boards, one (1) HSC-PC3D
controller board, one (1) HSC-PC6A interface board, one (1) BP-PC09A
coadder backplane, one (1) ENCL-1A coadder enclosure, one (1) system
power supply, and one (1) coadder cable set. The existing set of
Wallace Instruments electronics being used by the Government was
purchased to work with arrays up to 128x128 detector pixels. This
system is now inadequate for the Amber Engineering 256x256 HgCdTe
Infrared Array, however some boards from the existing Wallace equipment
will be used in the system. NASA/ARC intends to purchase the new
equipment from Wallace Instruments under the authority of 10 U.S.C.
2304(c), based on compatibility with the existing Data Aquisition
Computer software which was developed to interface with Wallace
Instruments Existing electronics and the following boards. (i) Model
PR3-PC1B dual pre-amp. (ii) Model DC-PC1A DC 12 output bias board.
(iii)Model LVL-SC1B level shift board with 8 clock outputs. (iv) Model
CLK-PC3A/4B clock pattern generator board set. (vi) Model HSC-PC9A-2
14 bit, 1MHz A/D converter board. This procurement is being conducted
under the Simplified Acquisition Procedures (SAP). The Government
intends to acquire a commercial item using FAR Part 12. Interested
firms have 15 days from the publication of this synopsis to submit in
writing to the identified point of contact, their
qualifications/capabilities. Such qualifications/capabilities will be
used solely for the purpose of determining whether or not to conduct
this procurement on a competitive basis. Responses received after the
15 days or without the required information will be considered
nonresponsive to the synopsis and will not be considered. A
determination by the Government to not compete this proposed effort on
a full and open competitive basis, based upon responses to this notice
is solely within the discretion of the Government. Oral communications
are not acceptable in response to this notice. All responsible sources
may submit an offer which shall be considered by the agency. An
