the CBDNet on 3/26/98, is re-solicited on an unrestricted basis and the
deadline for quotes is extended to 5/20/98. The original notice is
republished here in its entirety, removing the Total Small Business
Set-Aside and extending the due date. All eligible, responsible sources
may submit an offer. This is a combined synopsis/solicitation for
commercial items prepared in accordance with FAR 13.6 and the format in
FAR Subpart 12.6, as supplemented with additional information included
in this notice. This announcement constitutes the ONLY solicitation;
quotes are being requested and A SEPARATE WRITTEN SOLICITATION WILL NOT
BE ISSUED. Solicitation number N00244-98-Q-0148 applies and is issued
as a Request For Quotation. This solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-01 and Defense Acquisition Circular 91-11. The standard
industrial code is 3553 and the business size standard is 500
employees. This requirement is for a fixed priced contract for two (2)
line items as follows. Line Item 0001- Quantity one (1) each four-side
planer with the following standard features: equipped with the
following head sequence -- bottom, fence, near side, top; four-sided
planing in one pass; edge referencing for straightening and control;
digital readouts; infeed table; brake motors to all spindles;
electrical control panel; UL/CSA-approved magnetic starters with
overload protection; electrically interlocked "gate" and infeed;
referencing head for straightening and control included with cutters;
one set of 5-inch diameter 4-knife heads; dust hoods for all heads.
Technical specifications: maximum size of lumber admitted -- 9 inch x
5 inch; minimum size of finished timber -- 3/4 inch x 1/4 inch; CFM
required -- approximately 8-900 CFM per Hd; electrical -- 460V,
3-phase, 80-amp unit, 80-psi compressed air connection. Item 0002 --
Quantity one (1) each 37" wide belt sander with the following standard
features: single head design with combination contact roll and
adjustable platen; three-way sanding capability (drum only, platen
only, or both); extended infeed conveyor; quick release sanding head
support; accurate scale for thickness adjustment; loadmeter; variable
speed feed; contact roll; electronic tracking system to monitor belt
position and automatically compensate to maintain proper tracking of
most belts; belt tracking adjustment knob; adjustable spring-loaded
pressure rolls; magnetic starters with overload protection for all
motors; built-in dust collection hood. SAFETY: 1) perimeter emergency
stop; 2) emergency stop button on control panel; 3) limiting device; 4)
limit switches for belt run-off or breakage; 5) protective guards; 6)
noise level below 90 dBA. Technical specifications: contact roll --
20hp/3-phase/440 volt; feed motor 3/4 hp; feed speed -- 10-50 fpm;
minimum part length (w/o butted feeding) -- 11 3/4 inches. Delivery of
all items is required 30 days after award of contract to be delivered
FOB Destination to: Receiving Officer, FISC San Diego Ingleside Det.,
188 Coral Sea Rd. Ste A, Bldg 233 Naval Station, Ingleside, TX
78362-5000. Mark for: V47316-8007-7H28/7H29. Acceptance shall be made
at destination. AMENDMENT: Upon delivery, the customer will be
responsible for unloading equipment; uncrating and moving to
installation location; running air, electricity, etc. and ensuring
equipment is ready for installation. Contractor shall then be notified
by customer, and contractor will then visit site to perform
connections, performing operational test, and providing safety
instruction and proper operational training of equipment to customer
personnel. All costs associated with these requirements are to be
included in your quote/s. The provision at FAR 52.212-1, Instructions
to Offerors-Commercial Items applies. Addendum to FAR 52.212-1,
Paragraph (b)(5): Offers shall provide an express warranty which at a
minimum shall be the same warranty terms, including offers of extended
warranties, offered to the general public. Express warranties shall be
included in the contract. Offerors are required to complete and include
a copy of the following provisions with their proposals: FAR 52.212-3,
Offeror Representation and Certifications-Commercial Items. Clause
52.212-4, Contract Terms and Conditions Commercial Items, applies. The
clause at 52.212-5, Contract Terms and Conditions Required To
Implement Statutes or Executive Orders-Commercial Items applies with
the following applicable clauses for paragraph (b): FAR 52.222-26,
Equal Opportunity; FAR 52.222-35, Affirmative Action for Special
Disabled and Vietnam Era Veterans; FAR 52.222-36, Affirmative Action
for Handicapped Workers; FAR 52.222-37, Employment Reports on Special
Disabled Veterans and Veterans of the Vietnam Era. DFARS 252.212-7001,
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders Applicable to Defense Acquisitions of Commercial
Items, applies with the following clauses applicable for paragraph (b):
DFARS 252.225-7001, Buy American Act and Balance of Payment Program;
and DFARS 252.225-7012, Preference for Certain Domestic Commodities.
Any contract awarded as a result of this solicitation will be a
DO-rated order certified for national defense use under the Defense
Priorities and Allocations System. The government intends to make a
single award to the responsible offeror whose offer is the most
advantageous to the government considering price and price-related
factors. Provision 52.212-2, Evaluation-Commercial Items, applies with
paragraph (a) completed as follows: Award will be made to the offeror
that meets the solicitation's minimum criteria for technical
acceptability at the lowest price. To be determined technically
acceptable, the offeror must furnish product literature that
demonstrates the products offered meet all requirements stated in the
above purchase descriptions for Line Items 0001 and 0002. Note: The

mailing and remittance addresses, discounts for prompt payment, if any
(e.g. 1% 10 days), and the company's CAGE Code, Dun & Bradstreet
number (you can apply for one at

and Taxpayer ID number. In addition, if you are quoting on a comparable
commercial item, product literature must be included. All FAR
certifications and representations specified above must also accompany
