Unexploded Ordnance (UXO) will result in the award of a Cost-Plus-Award
Fee (CPAF), Indefinite Delivery/Indefinite Quantity (IDIQ) type
contract with a ceiling of $250 million. The contract term will be a
base year and four (4) one-year Option Periods. Contract completion
will occur when the ceiling is reached or at the end of the last option
period, whichever occurs first. The initial award will be for the base
year only. The objective of this procurement is to obtain a wide range
of services for performing investigations and response actions at sites
which potentially contain unexploded ordnance (UXO) or ordnance related
waste. The purpose of the work is to allow for the reasonably safe use
of the identified areas of concern. The Contractor may be required to
perform work at any site worldwide. The work will primarily be at Navy
and Marine Corps installations and other Government agencies in the
United States and its territories. The sites are not expected to be at
active military ranges. The exact location of the individual efforts
will be designated on individual Contract Task Orders. The Contractor
shall provide all personnel, equipment, materials, facilities, and
management to perform multiple requests for investigations and
response. The scope of work may include, but is not limited to, the
following activities for sites which potentially contain UXO or
ordnance related waste: site assessment, investigation (e.g. sampling
and analysis), characterization (e.g. type and extent); assessment of
explosive safety, human health, and environmental risk; evaluation,
selection, and design of response action alternatives; evaluation and
selection of detection alternatives; searching, detection, and positive
identification of UXO, ordnance related waste, or other contaminants;
removal, certification, packaging, and storage of UXO, ordnance related
waste, or other contaminants; transporting and disposal of UXO,
ordnance related waste, or other contaminants; documentation of
response action results; recurring review of response action sites. The
investigations and response shall be performed in accordance with
applicable federal, State, Department of Defense, and local
requirements. The sites may include Closed, Transferred, and
Transferring Military Ranges. The sites may consist of those ranked on
the Superfund National Priority List (NPL), as well as non-NPL sites
and Base Realignment and Closure (BRAC) sites regulated under the
Comprehensive Environmental Response, Compensation, and Liability Act
(CERCLA), or the Resource Conservation and Recovery Act (RCRA). The
sites potentially contain UXO and ordnance related waste. Ordnance
related waste includes, but is not limited to, military munitions and
other constituents that are released from military munitions or UXO.
Contaminants at the sites may include those identified and regulated
under CERCLA, RCRA, Toxic Substances Control Act (TSCA), Solid Waste
Disposal Act (SWDA), and petroleum oils and lubricants (POL). A written
proposal will be the basis for the Phase I evaluation. The anticipated
Phase I factors are listed in descending order of importance: (1)
Corporate Experience and Past Performance (2) Capability of Key
Personnel, (3) Financial and Management Systems and (4) Commitment to
Small Businesses. These factors are subject to change. Oral
Presentations of Technical and Management Approach will be the basis
for the Phase II evaluations along with a written Cost/Price proposal.
A maximum of three (3) of the most highly qualified offerors will be
selected to participate in Phase II. This project is unrestricted. The
Standard Industrial Code is 8744. The areas covered by this RFP are
worldwide. NOTE: The Request for Proposal (RFP) will be issued as an
electronic bid set over the Internet at

internet-only solicitation. No computer disk or paper copy of the
solicitation will be sent and it is the proposer's responsibility to
check the internet website address stated above daily in order to be
notified of any changes to this solicitation. The United States
Government is not responsible for providing you with notifications of
any changes to this solicitation. An RFP holders list will be created
by registration only and will be available at this Internet website
address. Any prospective contractor interested in submitting a proposal
for this solicitation must REGISTER for the RFP in order to be placed
on the RFP holder's list. The RFP will available on the Internet on or

A Pre-Proposal Conference will be held in Hawaii approximately two (2)
