United States Postal Service is seeking roofing consulting services
for Western New York ( USPS Albany & WNY Districts) and New England
States (USPS Boston, Connecticut, New Hampshire, Middlesex-Central,
Providence, and Springfield Districts) The Roofing Consultants will be
used to assist with roof surveys, small design projects, design
reviews of other A/E projects, testing, monitoring and project
management of roofing projects. The contract will be subject to
negotiation of individual work orders. In each instance, $100,000 has
been established as the work order limit per individual project;
$500,000 has been established as the total amount of work ordered per
12 month period. The contract will be for two years with three 1-year
renewal options which can on of the contract to five years. The total
amount of work for the duration (5 years) of the contract may not
exceed $2,500,000. There is not a guaranteed minimum. The average work
order is estimated between $1000 and $20,000. The USPS reserves the
right select more than one firm. Firms must meet the following
requirements: 1) To be considered as a roof consultant a firm shall be
independent and the primary source of work performed shall be "roof
consulting". The consulting firm shall not be a roofing installation
contractor, material manufacturer, distributor or shall not have any
affiliation with these market segments; 2) The principal shall be a
professional member in good standing in at least one major roof
consulting organization (Roof Consultants Institute (IRCI), Raleigh, NC
or the institute of Roofing & Waterproofing Consultants International,
(IRWC), Chicago, IL) as well as a member of the National Roofing
Contractors Association (NRCA); 3) At least one principal shall have
achieved the roof consulting industry designation Registered Roofing
Consultant (RCI) or Certified Professional Roof Consultant (IRWC);
4)The consulting firm shall carry current workmen's compensation,
general liability, and errors and omissions insurance. Firms which
posses the qualifications to perform the services described above are
invited to submitted a completed SF255, "Architect-Engineer and Related
Services Questionnaire", and a completed SF254, "Architect-Engineer and
Related Services Questionnaire for a specific Project" to the above
office no later than Tuesday, June 30, 1998. In lieu of the standard
government forms SF254 and SF255, please provide the following
information in proposal form: a. Company name, address, & phone number;
b. Name of principals; c. Name of contact person; d. Length of time in
consulting business; e. Names and numbers of full time employees,
registrations, certificate, training, education, number of years of
roofing consulting experience, number of years with this firm; f. List
of the last 10 roof consulting projects, the name of the client, type
of consulting work, estimated value of roof project, name, title,
address, phone number of client; g. Types of insurance's held; h. Which
geographical area you would like to be considered for. Consideration
will be given to interested firms according to the following order of
preference: 1) Local, being within one of the following states: New
York (not including metropolitan New York), Massachusetts, Connecticut,
Rhode Island, Maine, New Hampshire, Vermont. 2) All others. Firms will
be considered as local only if their sole office is in the
geographical area or they have a local branch office and all the
design, engineering, coordination, and management of the projects will
be accomplished in that office. It is prohibited to pay any fee,
commission, percentage or brokerage fee to any person or firm
contingent upon or resulting from award of a contract. Offerors are
