award a purchase order, under other than full and open competition, to
UMI for the procurement of five one-year subscriptions for Internet
access to Proquest Direct. UMI will supply this online service to 3
simultaneous users at designated sites in Southwest Asia via Internet
connectivity. The service will provide access to full text articles
from a variety of journals and from several major U.S. daily
newspapers. Articles are copyright cleared with the publishers to
ensure compliance with copyright laws without having to monitor article
usage. Proquest Direct assumes Internet accessibility and the sites are
afforded unlimited printing and displaying capabilities. UMI has full
text back-files to Jan 1993 and a majority of images on back-file to
1988. Subscriptions to Proquest Direct will serve as reference tools to
enable U.S. military personnel in Southwest Asia to access current and
back-filed publications in support of off-duty educational goals. As
the developer and maintainer of Proquest Direct, UMI is the only known
source that can provide full coverage of academic, military, and
general popular titles in one subscription. UMI provides information in
ASCII full text format and is the only known source to provide actual
facsimile representations of article images, charts, pictures, and
graphics. Additionally, UMI is the only known source that meets the Air
Force's requirement for unlimited access to a research database
comprised of at least 70 percent academically-oriented publications,
with the remaining titles devoted to general reference, popular, and
military interests. Subscriptions must be activated and available for
use at all designated Southwest Asia sites on or about 15 Jun 98. The
Air Force intends to conduct this procurement in accordance with
Federal Acquisition Regulation (FAR) Parts 12 and 13. All responsible
sources may submit responses to this notice of proposed sole source
contract action. Responses received shall be processed in accordance
with Air Force FAR Supplement Subpart 5305.204-90. The deadline for
receipt of responses is 01 Jun 98. All responses must be submitted in
writing. Responses by facsimile machine will be accepted at
