It is the declared and acknowledged intention and meaning of this soliciation to perform annual underground storage tank inspections of leak detection systems on 19 underground storage tanks and complete proper State of Maine inspection reports, repair all defects found during underground storage tank leak detection systems inspections, respond and correct all problems to the underground storage tank leak detection systems during the contract period at the Naval Security Group Activity, Winter Harbor, Maine. The work will be performed by means of a firm fixed price/indefinite quantity contract. The term of the contract resulting from this solicitation will be for a period of one base year and two option years. The government will award a contract to the responsible quoter whose quote is the most advantageous to the government, price and other factors considered. Factors, other than price, include: QUALIFICATIONS: Certified State of Maine tank installer/manufacturer, knowledgeable in leak detection monitors, qualified for annual underground tank testing and specific ability to respond to service calls within the required 24 hour period. PAST PERFORMANCE: Proven expertise, reliability and responsiveness, experience in dealing with similar systems. All evaluation factors, other than cost or price, when combined are approximately equal to cost or price. The contractor shall provide pricing as broken out on attached line items and shall submit a narrative of how their price and the consideration of all other factors shall benefit the government.
