a sole source purchase order to NCSU -- Dept. of Civil Engineering,
pursuant to 41 U.S.C. 253(c)(1) -- Only one responsible source and no
other supplies or services will satisfy agency requirements. This
procurement is for the contractor to perform the analysis of
variability and uncertainty in emission estimation. First the
contractor shall prepare draft and final versions of a report to
provide distributions for emissions estimations for the selected
pollutants and SCC's at the selected spatial and temporal averaging
levels. This report shall describe in detail the methodology used to
attain the distributions including what assumptions were made. Second
the contractor shall present the findings to the Emissions Factor
Inventory Group (EFIG) in Research Triangle Park, N.C., within 115 days
of the effective date of this Procurement Order. This project requires
familiarity and experience with the analysis of emissions data and
utilization of a two dimensional probabilistic simulation framework.
All responsible sources may respond by submitting a written narrative
statement of capability within 15 days of this notice to William Newby
at the above address, which will be considered by the agency.
Responses shall include detailed technical information and other
technical literature demonstrating the ability to meet the requirement.
Responses shall also include itemized pricing that is sufficient to
make a determination that competition is feasible. If no affirmative
responses are received within 15 days of this notice to determine
whether a qualified source is more advantageous to the government, an
