(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) The solicitation number is FA2550 98 Q0569 and is issued as a request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-04 and Defense Acquisition Circular 91-13. (iv) This acquisition is set aside for small businesses. The Standard Industrial Code is 2522 with size standard of 500 employees. (v) CLIN 0001 are 66 computer consoles, installed, Engineered Data Products NetCom Ex or equal $__ __ ___. CLIN 0002 are 4 data cabinets, installed, Network Data Products or equal $__ __ __ &llmdash;_. CLIN 0003 are wooden lockers, installed, Hollman or equal $__ __ __ __. CLIN 0004 are several storage shelves and bins, 21 metal lockers with plate numbers, and 2 wooden benches, installed, Lyon or equal $__ __ __ ___. CLIN 0005 are 2 coat racks and 3 wall panels, installed, Magnuson or equal $__ __ __ ___. Clin 0006 are 2 mirrors and 2 clips, installed, Fullerton or equal $__ __ ____. CLIN 0007 is 1 markerboard, installed, Claridge or equal $__ __ __ ___. (vi) A detailed list and description of all items along with the designed installation drawings and floor plans will be mailed via overnight express to each respondent of this notice at the expense of the prospective offeror. To receive this package, you must provide a federal express or other overnight account number for the shipping of the package. (vii) Items will be delivered complete with all terms FOB destination to Falcon AFB, Colorado Springs, CO and only when installation is ready to be accomplished. (viii) The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. (ix) The clause at 52.212-2, Evaluation-Commercial Items, applies, with the following evaluation factors: see ( xiii) and (xvi) below: First, technical -- submit documentation showing the offeror is qualified to install the equipment without voiding the manufacturer's warranty, and if an "or equal" offer is submitted, the offeror must clearly demonstrate the products offered are, in fact, equal. Second, delivery -- The Government desires delivery and installation to be completed on 30 Jun 98 or as soon as possible thereafter. The Government reserves the right to award to a higher priced offeror to obtain a delivery and installation date closer to 30 June 1998. Third, past performance -- In the best value acquisition, the Government reserves the right to award to a higher priced offeror if a lower priced offeror, in the contracting officer's opinion, represents a performance risk based on past performance and using any information available to the contracting officer. Technical, delivery, and past performance combined, are equal in importance to price. Fourth, price -- see (xiii) below. Quotes will be evaluated on an all or none basis with partial quotes not considered. All quotes must include installation in accordance with these plans without changes to the installation design or current electrical configurations. (x) Offerors must include with their offerors a completed copy of the provision at FAR 52.212-3, Offeror Representation and Certification-Commercial Items, and DFARS 252.212-7000, Offeror Representation and Certification -- Commercial Items. (xi) The clause at 52.212-4, Contract Terms and Conditions-Commercial Items applies. (xii) FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, and DFARS 252-212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items apply to this solicitation.
