This announcement constitutes the only solicitation; quotes are being requested and a written request will not be issued. Solicitation document and incorporated provisions and clauses are current through Federal Acquisition Circular 97-4. This solicitation carries a DX rating of D4. The solicitation number is F29650-98-QE254, and is issued as a request for quotation, and shall be awarded in the aggregate. Based on responses to a Sources Sought synopsis published in the CBD on 30 Jan 98, Det 8, AFRL/PKOE Kirtland AFB, New Mexico, intends to award a sole source contract to Arrow Electronic Inc provided other sources cannot furnish the items at more favorable terms for the purchase of GLOBAL POSITIONING SYSTEM (GPS) SEMICONDUCTORS/PERFORMANCE BOARD/TEST TAPES as follows: Item 1. Rockwell Collins Part Number 153-005-012, VLSI Part Number VM14198-A, quantity 350 each, Item 2. Rockwell Collins Part Number 153-0008-020, VLSI Part Number VM04910-A, 350 each, Item 3. Rockwell Collins Part Number 153-0014-010, VLSI Part Number VM14025-A, quantity 350 each, Item 4. Rockwell Collins Part Number 153-0017-010, VLSI Part Number VM14045-A, quantity 350 each. Item 5. Drawings, performance boards and 2 copies of test tapes for each part number. The items cannot be prototypes and must meet Mil Standard 883 requirements. FOB is destination and delivery is 45 days after receipt of order. Delivery/Acceptance is US ARMY WHITE SANDS MISSILE TEST RANGE, NM. Alternate proposals will be accepted IAW 52.212-1(e). Firms responding, other than Arrow Electronics Inc, must submit technical documentation (i.e. technical literature, brochures, etc) for semi conductors/perfomance board/test tapes being offered. The technical documentation should provide sufficient technical data in order for the project office to determine whether the semiconductors meet the required technical/functional specifications (specifications for items stated above are available upon request). Offerors must be able to transfer the manufacturers warranty to the Government and provide proof that the warranty is transferable. Offerors are to include Cage Code information, and completed Representation and Certifications IAW FAR clause 52.212-3. Offers with supporting technical data/documentation are to be submitted to Det 8 AFRL/PKOE, ATTN: Susan Guzman, 2000 Wyoming Blvd SE, Bldg 20604 Rm B14, Kirtland AFB NM 87117-5606 no later than 1 Jun 98. FAR clauses 52.212-4 and 52.212-5 will be incorporated by reference at award. FAR clause 52.212-1 is incorporated by reference with the following exclusions: FAR 52.212-1(d), and FAR 52.212-1(i). An Ombudsman has been appointed to hear concerns from offerors or potential offerors, primarily during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the Program Director or Contracting Officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel in the pre-proposal phase of competitive, negotiated acquisitions. Before contacting the Ombudsman, potential offerors should first communicate with the Contracting Officer.
