all labor, material, equipment, transportation and supervision required
to construct new men's and women's lockers, toilet, and shower
facilities, sink/vanity, and showers within Bldg. P02 (existing garage
maintenance facility) at U. S. Coast Guard Telecommunications and
Information Systems Command Alexandria, VA. Work includes enlarging
water service, construction of new space within existing building
including roof deck, doors, finishes, and appurtenances to create new
locker room space, selective demolition of existing circuits and panel,
relocations of telephone service and construction of new power and
lighting for locker room space, selective demolition of existing piping
to boiler and unit heaters. Repiping of boiler and unit heaters in new
locations. Construction of HVAC system which reuses the government's
existing air handling unit and condenser. New ductwork, registers,
grilles and exhaust fans. Relocation of several existing fixtures and
all new plumbing and fixtures for the new locker room space. New water
heater. Option Item to provide two additional showers in male locker
room. This procurement is estimated between $100K and $250K and is open
to large and small businesses in accordance with the Small Business
Competitiveness Demonstration Program. The applicable SIC Code is 1542.
Bid opening is on/or about 30 June 1998. Completion time is 120 DANTP.

deposit in the amount of $20.00 is required in the form of a cashiers's
check, certified check, or money order made payable to the "U. S. Coast

The DOT Bonding Assistance Program enable firms to apply for bid,
payment, and performance bonds up to $1.0 million per contractor. The
DOT provides an 80 percent guaranty on the bond amount to a surety
against losses. Loans are also available under the DOT Short Term
Lending Program (STLP), at prime interest rates to provide accounts
receivable financing. The maximum line of credit is $500,000. For
