facility at Fallon NAS, NV. The Defense Commissary Agency (DeCA) is
soliciting for technical proposals from prime contractors interested in
being placed on a technically acceptable contractors bidders list for
commissary renovations work at Fallon NAS, NV. The project provides for
additions and upgrades to the entire commissary facility. The facility
will remain in operation and open to customers throughout the
construction period, requiring careful phasing of the work and
protection of customers and products from damage or degradation from
the construction operations. The work includes, but is not limited to,
the following: Construction of approximately 23,000 SF of new addition
for increased Sales Area, Warehousing, and product support operations
to include meat processing, dairy storage walk-in, frozen food walk-in,
frozen food walk-in, administrative areas, and general storage areas.
Renovation to approximately 18,000 SF of existing support area to
reconfigure it into additional produce sales, produce storage and
processing, storage and docks area. New sales equipment for the entire
sales area will be required. Interior decor will be included.
Mechanical, electrical and plumbing systems will be modified to
accommodate new areas and other requirements. Exterior work will
include renovations to existing parking areas with the addition of
approximately 60 new spaces with associated drives. Phasing of the
construction will be required to allow full operation of this facility
during renovations. The magnitude of construction is between $5
million and $10 million. This solicitation will use the guidelines of
the Two Step Sealed Bidding Process, outlined in FAR 14.5. In Step One,
All responsible and interested parties will be evaluated to determine
which contractors are technically acceptable to proceed to Step Two.
Step Two will be for contractors determined to be acceptable to provide
a bid based on the government's drawings and specifications.
Technically acceptable status will be based on the contractors meeting
or exceeding standards of the following criteria: Experience and Past
Performance, Construction Management Ability, and Qualification of Key
Personnel. Each of the criteria are of equal value. Award will be made
to the responsible, technically acceptable contractor which provides
the lowest bid. The Request for Technical Proposal package will be
available on or about 2 June 1998. A Bid guarantee is required.
