announcement constitutes a Request for Information (RFI) synopsis and
market research. Information obtained as a result of this synopsis is
for planning purposes only. It does not constitute an invitation for
sealed bid or request for proposal (RFP), nor is it to be construed as
a commitment by the Government. The US Marshals Service (USMS) is
currently conducting a market survey and analysis for guards to be used
as Aviation Security Officers (ASO) in the transportation of prisoner
and aliens on its airlift. The USMS, supported by Justice Prisoner and
Alien Transportation system (JPATS), produces prisoners and aliens for
court proceedings, state cooperative movements, alien voluntary
removals, and alien deportations through a safe coordinated air
transportation service operated by the USMS. The USMS seeks the
potential services of the private sector to provide qualified
individuals to assist in this effort. The locations for these services
are Oklahoma City, OK, Alexandria, LA and/or El Paso, TX.Each contract
guard will assist and take direction from a Deputy US Marshal or
Aviation Enforcement Officer in providing for the secure custody of
Federal prisoners accepted into USMS custody. "Secure custody" of a
prisoner means that the contractor can physically control the prisoner
in the event of an attempted escape. In order to carry out the duties
listed above, the guard will receive limited special deputation
through the local US Marshal. The ASO may have to carry firearms and
other tactical equipment issued by the USMS in order to carry out its
duties. This is significant travel associated with this position. It is
possible that the ASO will have to remain overnight in a location with
little or no advance notification. The contractor shall be responsible
for arranging overnight lodging when this occurs, but will be
reimbursed for the travel expenses in accordance with the Government
Travel Regulation. The contractor must prequalify potential ASOs to
ensure they meet minimum qualifications for background investigations
and medical clearance. All ASOs must have completed an approved,
certified flight safety training program and must undergo a
pre-employoment medical examination. The contractor shall be
responsible for providing all uniforms, which will meet specifications
provided by the USMS. Further, the contractor shall be responsible for
providing all necessary supervision, transportation, equipment and
clothing not provided by the USMS. It is requested that interested
offerors provide the Government with an estimated hourly price based on
the information provided above. Industry responses to this RFI should
be submitted to the contracting officer at the address listed above, or
via electronic mail no later than 30 calendar days following
publication of the notice in the CBD (on or about June 15, 1998). This
RFI is for planning purposes only and shall not be construed as a
request for proposal. The Government does not intend to award a
contract on the basis of this RFI or otherwise pay for the information
solicited. No entitlement to payment of direct or indirect costs or
charges by the Government will arise as a result of submission of a
response to this RFI and the Government's use of such information.
