procurement for Architect-Engineering (A-E) services. This is an
indefinite quantity type contract for professional land surveying and
mapping services for various United States Military Facilities, Guam,
M.I. The scope of work is to (1) Survey the property lines and
boundaries of various military facilities, including preparation of
legal description of the property, (2) Research and obtain all
necessary descriptions of Federal and adjoining lands as they pertain
to the common boundaries in order to determine conflicts of survey, (3)
Mark and identify all survey monuments for future use of the
Government. Each survey monument shall have an identifying guard stake
or other identifying mark firmly anchored near the monument. All
stakes shall be marked leaving a legible imprint with the name or
number of the monument. All surveys necessary to define United States
Naval Reservation boundaries shall comply with applicable Guam laws and
regulations particularly Public Law 23-31. The survey shall be based on
the 1993 Guam Geodetic Network (1993 GGN) with reference ties
(preferably three ties/references) to the Land and Claims Commission
Survey -- 1945. Error of closure shall not exceed 1 part in 20,000, and
(4) Prepare plats on 24" x 36" mylars for each survey in the contract.
Each plat shall be accomplished using "AutoCad" Release 12 or 13.
Engineering Services required for this contract shall include but not
limited to the following: A-E Guide For Architect-Engineer Firms
Performing Services for the Department of the Navy, Pacific Division,
Naval Facilities Engineering Command (PACNAVFACENGCOM P-74, November
1997). This contract will be an indefinite quantity under which survey
works are authorized on an "as required" basis during the life of the
contract. The total A-E fee for this contract shall not exceed
$500,000.00 and the guaranteed minimum is $25,000.00. The contract term
shall be for one year, or until the $500,000.00 limit is reached,
whichever occurs first. The Government has the option to extend the
term of the contract in accordance with the OPTION TO EXTEND THE TERM
OF THE CONTRACT (A-E INDEFINITE QUANTITY CONTRACT) clause. The total
contract term, including option, shall not exceed 24 months. The A-E
services shall include all field and office work required to complete
the various projects. Field work shall include all required surveying,
setting of survey monuments, investigations and research. Office work
will include not only computations and preparation of maps, but also
meeting with PWC/OICC personnel and other Government representatives,
and oral presentations and findings and recommendations. Firms
responding to this announcement should indicate their business status
in Block 10 of the Standard Form (SF) 255 submission. The following
guidelines, in relative order of importance, will be used in the
evaluation of A-E firms: (1) Professional qualifications of the staff
(in-house and/or consultant) to be assigned to this project.
Specialized experience and technical competence of the proposed
engineering/technical staff who will perform the work. For the relevant
jobs listed in Section 8 of the SF255, the A-E firm must provide the
following for each listed job: (a) relevant professional qualifications
of team members, i.e., relevant experience of project team leader, and
recent projects completed: (b) performance rating; and (c) a reference
(list of contacts) with telephone number. (2) Specialized experience of
the firm in the type of work required. List projects successfully
completed in the last five years (DO NOT list more than 10 projects).
(3) Professional capacity of the firm to accomplish the contemplated
work within the required time limits. Describe how work will be
accomplished in the required time, including composition of the team
and availability of staff. (4) Past performance of the firm on
contracts with Department of Defense, Government agencies, and private
industry in terms of cost control program with demonstrated results of
reducing errors and/or omission (provide name of key person
responsible). (5) Location of the firm in the general geographical area
of the project provided there is an appropriate number of qualified
firms herein for consideration. (6) Volume of work awarded to the firm
by the Department of Defense during the previous 12 months. (7)
Performance evaluation on recently completed Department of Defense
contracts. Each firm's past performance and performance rating(s) will
be reviewed during the evaluation process and can affect the selection
outcome. If the selected (slated) firm is a large business concern,
submission of a subcontracting plan will be required before the final
selection process. IN BLOCK 10 AND AN ADDENDUM THERETO, IF NECESSARY,
STATE WHY YOUR FIRM IS SPECIALLY QUALIFIED BASED ON EACH OF THE ABOVE
SELECTION EVALUATION CRITERIA. FOR SELECTION CRITERIA "(2)", PROVIDE
THE FOLLOWING INFORMATION FOR ONLY THE STAFF PROPOSED FOR THIS WORK
USING THESE COLUMN HEADINGS: "NAME", "RELATED PROJECTS WORKED ON",
"YEAR", "FIRM", AND "TECHNICAL ROLE". Show the office location where
work will be done and describe the experience and location of those who
will do the work. Additional information requested of applying firms:
indicate solicitation number in Block 2b, Contractor Establishment Code
and/or DUNS number (for the address listed in Block 3) and TIN number
in Block 3. For firms applying with multiple offices, indicate the
office that completed each of the projects listed in Block 8 and list
which office is under contract for any contracts listed in Block 9.
Firms not providing the requested information in the format (i.e.,
listing more than a total of 10 projects in Block 8, not providing a
brief description of the quality control plan, not listing which office
of multiple office firms completed projects listed in Block 8, etc.)
directed by this synopsis may be negatively evaluated under selection
criteria (4). A-E firms which meet the requirements described in this
announcement are invited to submit completed SF 254 (unless already on
file) and SF 255 to the Officer In Charge of Construction,
NAVFACENGCOM Contracts, Marianas, PSC 455, Box 175, FPO AP 96540-2200;

Center, Guam Complex 96910. Submissions of SFs 254/255 must be received
and date/time stamped by the Contracting Officer on or before 12 June
1998 at 4:30 P.M.(Guam Time) in order to be considered. Any submission
received after 12 June 1998 at 4:30 P.M.(Guam Time) will not be
considered. Firms having a current SF254 on file with this office may
also be considered. The Standard Industrial Classification code is 8713
with a size standard of $2.5 MIL. This is not a request for a proposal.
