The US Environmental Protection Agency has a requirement for a
contractor to provide the Office of Air and Radiation, National Vehicle
Fuels Emission Laboratory, Ann Arbor MI, with engineering support
related to the development of engines and vehicles, with efforts
focused on reducing emissions, improving efficiency (to lower carbon
dioxide emissions), and simple transformation into full production.
Work may include design, fabrication, development and testing support
on engines, vehicle systems, components, subsystems, control systems,
and fuel systems. All engines, vehicle systems, components, control
systems, and fuel systems required to initiate work will either be
commercially available, developed by the contractor or furnished by the
Government. The main focus of the effort is to develop engines, vehicle
systems, components, control systems, and fuel systems for
applicability to normal production environments. The contractor shall
provide all personnel, materials, services, equipment and facilities to
design, develop, modify, fabricate, procure, test, calibrate, and
perform engineering tasks on the requisite components. The contractor
may be required to convert appropriate equipment to alternate-fuel
operation. In each case the contractor shall use the end result
(production) as a guide in designing, developing, modifying, and
fabricating all components. The Government anticipates the award of a
cost plus fixed fee Level of Effort contract with a 12-month base term
and two (2) twelve month options to extend the term. The base level of
effort will consist of approximately13,500 direct labor hours. In
addition, options will be included to increase the level of effort by
up to 33,750 direct labor hours during each period. The solicitation
will be subject to full and open competition. All responsible offerors
