This is a combined Synopsis/Request for Proposal (RFP) for commercial items prepared in accordance with the format specified in FAR Subpart 12.6, as supplemented with additional information included in this notice. BACKGROUND: The purpose of this request is to fulfill INS' obligation mandated by Federal law to provide EOSH training for Collateral Duty Safety Officer (CDSO) and other INS employees. SPECIFICATIONS: It is imperative that prior to award of the purchase, the EOSH Division provide its concurrence. Software must offer high quality interactive video footage; full color high resolution photographs and three dimensional graphics throughout the software; and continuous audio. Each training topic must be comprehensive enough as to fill the CD ROM disk (1 title per disk). The training should play out correct and wrong scenarios, and offer a review or test of the principles learned. Software must be compatible with windows 3.x and windows 95. Software must be delivered by 1 July 1998. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-41. This solicitation is 100 percent set aside for Small Businesses.
