Because the items being purchased support the combatant naval ships with passive signals, AST has the proprietary data rights and design documentation. The specification requirements support the Cooperative Outboard Logistics Upgrade Phase 1 (COBLU1) cellular and fax/modem subsystems. This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number N65236-98-R-0448 is issued as a RFP.
