The Naval Air Systems Command (NAVAIRSYSCOM)will release a draft solicitation for modern commercial transport aircraft to replace the USMC CT-39G aircraft. NAVAIR has a funding limitation of approximately $9.8M for an anticipated requirement of two aircraft plus pilot training. Aircraft shall be FAA-certified, two-pilot operation, multi-engine, commercial transport aircraft with the best total ownership cost for a twenty-five year life cycle, that will provide similar performance and capacity as the CT-39G aircraft. Aircraft shall have a minimum range of 1400 NM with six passengers (1200 lb payload)and instrument flight rules (IFR)fuel reserve. A range of 1600 NM with six passengers and IFR fuel reserve is desired. Aircraft shall also be capable of cruise speed of .75M at 35,000 feet. The aircraft shall be certified to Federal Aviation Regulation Part 25 for airworthiness, Part 36 for noise and Part 91 for operations. In addition, the aircraft must be capable of takeoff and landing at 4000 feet hard-surfaced runways at the maximum operating weight at sea level and under International Standard Atmosphere conditions. Capability to take off and land at 3500 feet runways at the maximum operating weight is desired. The aircraft shall have an integrated, multi-sensor, navigation management system and must, at a minimum, include CVR, FDR, IFF (e.g. APX-100), GPS, GPWS, TCAS, SATCOM (line of sight UHF/VHF) VHF-AM radio with 8.33 kHz channel separation, HF radio, and an AM/FM multi-channel communication system. The aircraft shall provide passenger access to the communication systems at the pilots' discretion. The aircraft shall also be delivered with all standard commercial manuals and publications. The draft solicitation, which will be released on or about 26 May 1998, will be issued for the purpose of soliciting your questions and comments regarding this proposed action. Those questions and comments should be submitted by EMAIL to Carole Romary. The final solicitation will be issued about three weeks following the draft solicitation. Therefore, questions and comments should be submitted as soon as possible after issuance of the draft solicitation. (0133)
