ITEM: Exchange/Sale of Nonexcess M109A2/A3 Self-Propelled Howitzers
(SPHs) DESCRIPTION: The Government is soliciting for sources to
participate in the exchange/sale process for replacing eligible
nonexcess M109A2/A3 SPHs pursuant to the Nonexcess Government Personal
Property Program. This program is a way for the Government to
exchange/sell current inventory to obtain new property. The
exchange/sale of weapon systems is prohibited under the Nonexcess
Government Personal Property Program by Department of Defense 4140-1.R
and GSA 101-46.202. However, there are waivers being processed to the
Department of Defense and GSA to allow non-demilitarized M109A2/A3
SPHs to be included in the Nonexcess Government Personal Property
Program. If the waivers are approved the Government will have M109A2/A3
SPHs eligible for this exchange/sale program; These SPHs will be
offered on an "as is" basis in varying conditions; The location of the
M109 SPHs eligible for this program will be made available for
inspection and viewing by potential sources at a later date. The
following conditions apply to the Nonexcess Government Personal
Property Program: (1) The items to be exchanged/sold are similar to the
items to be acquired, (2) The items to be exchanged/sold are not
excess, (3) The items to be acquired are required for approved
programs, (4) The items to be acquired replace and perform
substantially all of the functions of the item being exchanged/sold,
and (5) Sale of the items must be completed during the August 1997 --
August 1999 time frame pursuant to an approved 2-year waiver from the
Department of the Army. Delivery terms would be F.O.B. Origin,
therefore, the contractor would be responsible for the arrangement and
payment of transportation. It is the intention of the Government to
utilize the allowance/proceeds of such an exchange/sale of nonexcess
M109A2/A3 SPHs to obtain M109A6 Paladin SPHs. These Paladins will be
used to meet valid U.S. Army requirements. However, the Government will
entertain any other proposals that meet the criteria of the Nonexcess
Government Personal Property Program. There is no implied waiver of any
restrictions on the use or ownership of the weapons; the offerors have
to comply with the Arms Export Control Act and any other relevant
statutes and regulations. In accordance with Federal Acquisition
Regulation (FAR) clause 52.215-3 this market survey represents a
request for information for planning purposes only. The Government does
not intend to award a contract on the basis of this market survey or to
otherwise pay for the information solicitated except as an allowable
cost under other contracts as provided in subsection 31.205-18, Bid and
Proposal Costs, of the Federal Acquisition Regulation. Your response
will be treated as information only. It shall not be used as a
proposal. At this time we are only soliciting for the following
information: o Company's name, address, point of contact and phone
number. o Which method of the Nonexcess Government Personal Property
Program is your company interested in participating in: Exchange or
Sale. o What you propose to exchange or if interested in a purchase,
what is an estimated offer or range of prices, depending on condition,
per M109A2/A3 SPH. o What is your company's purpose or intention for
acquiring the M109A2/A3 SPHs? The Government is not soliciting formal
proposals at this time. If interested please return your company's
